The People's Committee of Bac Ninh province has just issued an official dispatch on proposing to adjust the Flood Prevention and Control Planning and the Dasy Planning of the Red River and Thai Binh River systems.
The official dispatch sent to the Ministry of Agriculture and Environment stated that, in order to carry out the assigned political tasks in the construction of Gia Binh International Airport; the People's Committee of Bac Ninh province is studying and proposing to invest in the construction of Dai Lai Inland Water Port to ensure the supply, gathering and transit of construction materials for the construction of the Project and infrastructure works related to Gia Binh International Airport.
According to the People's Committee of Bac Ninh province, the demand for supply, gathering and transit of construction materials (especially earth, sand, stone, and filling materials) is very high.
Specifically, the demand for materials according to preliminary calculations is about 45,430,000m3 of soil and sand for construction for the Gia Binh International Airport project throughout the project's life cycle (of which, about 80% of the expected volume is transported by inland waterway).
However, the area near the project currently does not have an inland waterway port capable of receiving, gathering, and transferring large-scale construction materials, leading to the risk of stagnation and delay in material supply, directly affecting the project implementation progress.
In addition, the progress of the Gia Binh International Airport project is expected to last from 2025 to 2050 (phase 1: 2025-2030; Phase 2: 2031-2050).
The formation of a stable and long-term wharf and material transit yard is extremely necessary to ensure a continuous supply of materials throughout the construction process, as well as serve the development of auxiliary infrastructure items in the future.
Therefore, the investment in the construction of Dai Lai Inland Water Port in Dai Lai Commune, Bac Ninh Province is very necessary and urgent, to ensure progress and capacity of construction materials for the construction of the Gia Binh International Airport project.
At the same time, it reduces the load on the road transport system, contributes to ensuring safety, saving transportation costs and gradually forming a transit and trade center for goods, serving the long-term socio-economic development of the locality.
To have a basis for implementing the Dai Lai Inland Water Port project according to regulations, the People's Committee of Bac Ninh province proposed that the Ministry of Agriculture and Environment consider and report to the Prime Minister for approval, allowing the adjustment of the Flood Prevention and Control Planning and the Thai Binh River and River systems regulation and regulation to add the riverbank area from K44-K48 on the right dike of Duong, Dai Lai commune, Bac Ninh province (area of about 80 hectares) to the List of riverbanks that can be studied and built in Appendix V of the above Plan.
"This is a very urgent content to contribute to ensuring the progress of the Gia Binh International Airport project," said the People's Committee of Bac Ninh province.
About 40 km from Hanoi, Gia Binh International Airport (Bac Ninh) started construction in December 2024 with a total area of nearly 1,900 hectares.
According to the plan, the airport will be basically completed and initially put into operation from the end of 2026 to serve the 2027 APEC Summit.
