According to the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee, public opinion polls on the development of the Special Urban Law are conducted from April 28 to the end of April 30.
The subjects of the opinion poll include officials, party members and people from all walks of life living and working in Ho Chi Minh City, with the aim of fully recognizing the views, expectations as well as policy proposals from practice.
Previously, the Politburo agreed in principle to build a Special Urban Law for Ho Chi Minh City. The consistent orientation of the Special Urban Law is to strengthen decentralization and delegation of power, establishing superior mechanisms to remove "bottlenecks" in institutions, finance, organizational structure, urban development and improve the quality of life of people.
In the survey form, Ho Chi Minh City focused on assessing the level of information access and people's interest in the draft law; and at the same time collected opinions on the necessity of issuing the Law on Special Urban Areas and the specific mechanisms and policies expected to be included. People are also encouraged to contribute direct opinions on issues that need to be prioritized when building laws.
The survey content mentioned many important policy groups such as: Increasing financial and budget autonomy (deciding spending, retaining revenue sources); promoting decentralization in public investment management, investor selection; being more proactive in urban planning, land use; mechanisms to attract and treat talents and experts; and pilot policies on science and technology and digital transformation.
In parallel with collecting social opinions, Ho Chi Minh City is also accelerating the progress of drafting the Law on Special Urban Areas. According to the plan, in April, the Ho Chi Minh City People's Committee will complete the inter-sectoral coordination team to direct the development of the law and prepare the necessary conditions to serve the advisory work.
The Department of Justice is assigned to preside over the drafting of the Special Urban Law before May 20, and at the same time complete the review report of the Party's guidelines, legal system and related international treaties, accompanied by a detailed explanation to ensure the political and legal basis for the proposal.
Before May 23, Ho Chi Minh City will seek opinions from the Standing Committee of the City Party Committee as a basis to continue completing the draft. After that, the drafting agency will continue to organize seminars, workshops, consultations and communications to complete the dossier before July 30.
According to the roadmap, before August 5th, the Ho Chi Minh City People's Committee will continue to seek opinions from the Standing Committee of the City Party Committee before submitting to the Government before August 10th.
Before September 25, relevant agencies will complete the explanatory report after verification to complete the draft law to submit to competent authorities for consideration.
