In the afternoon of April 27, General Secretary and President To Lam and the Central working delegation had a working session with the Standing Committee of the Ho Chi Minh City Party Committee.
At the working session, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc proposed that the Politburo soon issue a new resolution on building and developing Ho Chi Minh City with breakthrough and outstanding mechanisms (replacing Resolution 31-NQ/TW in 2022 on orientations and tasks for Ho Chi Minh City development to 2030, vision to 2045).
In the new resolution, Ho Chi Minh City proposes to allow piloting a modern mega-urban management model; promote decentralization and delegation of power associated with accountability; grant proactive power in promulgating specific mechanisms and policies to promptly handle issues arising in the fields of land, investment, planning, finance - budget, science - technology and innovation.
Ho Chi Minh City also proposed a proactive mechanism in deciding the number of staff and employees in the political system in the direction of streamlining, effectiveness, and efficiency; and at the same time applying a flexible mechanism in managing, using and treating cadres, civil servants, and public employees to attract talents, improve management capacity and implementation efficiency.

Ho Chi Minh City also proposed that the National Assembly and the Government study, develop and promulgate the Law on Special Urban Areas to institutionalize specific mechanisms and policies in a stable and long-term direction.
The Urban Law especially expects to create a strong enough legal corridor for the city to be proactive in governance, mobilizing and allocating resources, deploying new development models, and improving international competitiveness.
Concluding, General Secretary and President To Lam expressed his agreement with the early promulgation of a new resolution to replace Resolution 31, saying that this is a policy suitable for the new development space of Ho Chi Minh City.
General Secretary and President To Lam said that Ho Chi Minh City has completed the draft, and the Party Central Committee Office is seeking opinions from central agencies. This resolution will be issued in May to serve as a legal basis for implementing the next tasks.
Regarding the proposal for the Special Urban Law, General Secretary and President To Lam said that the National Assembly and the Government have agreed to support it. The content is expected to be submitted to the National Assembly at the next session.

General Secretary and President To Lam also noted that Ho Chi Minh City needs to refer to the revised Capital Law just passed by the National Assembly, because there are many similar mechanisms. At the same time, he affirmed that the Special Urban Law is not only for Ho Chi Minh City but also aims to be applied to other major cities.
Therefore, Ho Chi Minh City needs to continue to complete the draft, coordinate with relevant ministries, branches and localities to complete it soon in July, with a spirit of urgency and synchronization.
General Secretary and President To Lam emphasized that the new resolution and the Special Urban Law must accurately reflect the position, stature, and mission of Ho Chi Minh City; focus on creating breakthroughs in institutions and governance; improving fiscal and financial autonomy, allowing Ho Chi Minh City to retain larger resources and be proactive in capital mobilization.
At the same time, it is necessary to allow Ho Chi Minh City to experiment with new institutions on finance, technology, artificial intelligence; strongly decentralize powers and design specific policies for a megacity; build a mechanism to value outstanding talents. These things are aimed at paving the way for Ho Chi Minh City to develop strongly in the coming time.
