Ho Chi Minh City is studying the development of a Special Urban Law to improve institutions, increase decentralization and delegation of power and create motivation for development in the new period.

Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang has just signed a decision to establish a Steering Committee to develop a Project to evaluate the results of implementing Resolution 31 of the Politburo on directions and tasks for the development of Ho Chi Minh City to 2030, vision to 2045 and research and propose the development of the Special Urban Law.

The Steering Committee is headed by Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang.

Standing Deputy Secretary of the Ho Chi Minh City Party Committee Le Quoc Phong directly directed the development of the Project summarizing Resolution 31.

Deputy Secretary of the City Party Committee, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc directly directed the research and proposed the development of the Special Urban Law project.

The Steering Committee also has 9 members who are leaders of key agencies and units of the city, including: Standing Vice Chairman of the Ho Chi Minh City People's Council Nguyen Van Tho; Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Manh Cuong; Head of the Organization Committee of the Ho Chi Minh City Party Committee Pham Thanh Kien; Chief of Office of the Ho Chi Minh City Party Committee Pham Hong Son; Director of the Ho Chi Minh City Institute for Development Studies Truong Minh Huy Vu; Acting Director of the Department of Finance Hoang Vu Thanh; Director of the Department of Justice Nguyen Thi Hong Hanh; Chief of Office of the Ho Chi Minh City People's Committee Duong Hong Thang and Deputy Head of the Propaganda and Mass Mobilization Committee of the City Party Committee Tran Van Khuyen.

According to the decision, the Steering Committee has the task of organizing a comprehensive summary and assessment of the implementation of Resolution 31 of the Politburo, ensuring objectivity, science, closely following the goals, tasks and solutions set out, and at the same time reflecting the actual implementation after 3 years of implementation.

On that basis, the Steering Committee will advise and propose to the Politburo to consider issuing a new resolution on directions and tasks for the development of Ho Chi Minh City in the new era. This is an important political basis for the city to successfully implement the Resolution of the Ho Chi Minh City Party Congress for the term 2025 - 2030 and the Resolution of the 14th National Party Congress.

Notably, one of the key tasks is to research and develop the Special Urban Law to improve the specific urban development institution, strengthen decentralization and delegation of power, and create conditions for Ho Chi Minh City to promote dynamism and creativity in the new development stage.

At a recent conference, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc said that the Politburo has agreed in principle to allow Ho Chi Minh City to build a Special Urban Law, similar to the Capital Law of Hanoi City.

It is expected that in March, Ho Chi Minh City will complete the outline, in April complete the draft, and in May - June, a workshop will be held to contribute opinions for completion. After that, the draft law will be submitted to the 16th National Assembly for consideration and approval in 2026.
