On October 28, the Ministry of Construction sent a document to the People's Committees of Lang Son, Cao Bang, and Tuyen Quang provinces to completely resolve the problems and speed up the progress of the Tuyen Quang - Ha Giang, Huu Nghi - Chi Lang, Dong Dang - Tra Linh expressways.
Accordingly, the above expressway projects, although of special interest to the Government, are still facing serious difficulties in site clearance and relocation of technical infrastructure.
According to reports from localities, the uncompletion of relocation of high-voltage power lines, difficulties in resettlement work and the suspension of construction by some households have caused the progress of projects to be delayed.
Specifically, in Lang Son province, the relocation of high-voltage power lines has not been completed, while many households are obstructing construction because they have not received enough compensation.
This situation mainly occurs in the sections Km1+840 - Km3+100 and Km6+500 - Km7+300... (Dong Dang - Tra Linh Expressway), with difficulties in ensuring the rights of the people.
At Huu Nghi - Chi Lang Expressway, the relocation of 43 households and 19 high-voltage power line locations has not yet been completed.
According to the direction of the Ministry of Construction, the People's Committee of Tuyen Quang province needs to speed up site clearance work, complete the Ao Ve resettlement area and quickly relocate 220 kV and 110 kV high-voltage power lines.
Meanwhile, the People's Committee of Lang Son province is required to completely resolve problems related to the site clearance at the Dong Dang - Tra Linh and Huu Nghi - Chi Lang projects.
In addition to site clearance, the Ministry of Construction also requires contractors, Project Management Boards and investors to increase maximum mobilization of human resources, equipment and machinery to speed up construction progress.
In particular, the Ministry of Construction requires construction units not to ignore the quality of the project due to schedule reasons. Important items such as large bridges, tunnels and locations at risk of landslides must be closely inspected and monitored.
The Ministry also directed the Departments of Construction to coordinate with units to inspect construction quality, ensuring that input materials fully meet technical standards.
It is known that these expressway projects also have to face the damage caused by floods in the past.
The Ministry of Construction requires construction units to review, assess damage, restore damaged items and ensure the quality of the project is not affected.
In addition, timely support policies for officers and employees working at the construction site also need to be implemented to encourage working spirit.
The Tuyen Quang - Ha Giang, Dong Dang - Tra Linh and Huu Nghi - Chi Lang expressway projects are not only key traffic projects but also have great significance in terms of economy, society and national security.
These are routes connecting the northern mountainous provinces, helping to improve the quality of life of people and promote the comprehensive development of localities in the region.
