At the conference to assess the implementation of key projects in Dien Bien province at the end of September 2025, Mr. Tran Quoc Cuong - Member of the Party Central Committee, Provincial Party Secretary suggested a number of projects to register to welcome the 15th Dien Bien Provincial Party Congress, term 2025-2030 and the 14th National Congress of the Party.
Urban area project worth nearly 700 billion VND next to airport
The new urban area project and Muong Thanh airport walking street are the projects selected to start construction to celebrate the 15th Dien Bien Provincial Party Congress, term 2025-2030.
With a total investment of nearly 700 billion VND, the project is oriented to be the first digital urban area in Dien Bien province.

The project has a total area of nearly 7.6 hectares. Of which, adjacent land is more than 2 hectares, including 189 adjacent houses with floor area of each house from 102m2 or more; nearly 5.6 hectares are public land, green land, parking land, internal traffic land, international kindergartens...
The project is located in a prime location, next to Dien Bien airport and near famous historical sites such as: Do Cat tunnel, Muong Thanh bridge, Dien Bien Phu Victory monument...

At the project groundbreaking ceremony (September 30), Duc Hai Dien Bien Company Limited (investor) affirmed that it will strive to complete the project beyond the set plan. The Company is expected to open for sale in late 2025 and hand over the apartments in the fourth quarter of 2026.
Provincial Political School meets level 1 standards
In mid-September 2025, the Provincial Council assessed Dien Bien Provincial Political School as achieving 55/55 targets in 6 criteria for a level 1 standard political school.
According to Lao Dong, it is expected that on October 15, 2025, Dien Bien Provincial Political School will announce that it meets level 1 standards. This is also a project to celebrate the Provincial Party Congress.
Recently, Chairman of Dien Bien Provincial People's Committee Le Thanh Do has just signed a decision approving the tasks and estimates of funding for renovating and repairing student housing, halls and auxiliary items of the Provincial Political School.
Accordingly, this 8.3 billion VND project aims to overcome the damage and deterioration after many years of use; create a spacious appearance for schools, classrooms and student housing areas; meet the requirements of facilities for training and fostering cadres.
President Ho Chi Minh Memorial House
According to research, the project to build the President Ho Chi Minh Memorial House and invest in additional construction items at E2 Hill Relic, in Dien Bien Phu Ward, was chosen as the project to celebrate the 14th National Party Congress.

The project started on June 26, 2025, with a total investment of 35 billion VND from the support of Ho Chi Minh City.
The President Ho Chi Minh Memorial House has a construction area of 160m2; designed in traditional architecture, with a 2-storey roof architecture. Currently, the project has completed about 45% of the workload.
School worth over VND228 billion in the border commune
unanimously selected by Provincial Party Secretary Tran Quoc Cuong as a project to celebrate the 14th National Congress of the Party, Si Pa Phin Primary and Secondary School (Nam Chim 1 village, Si Pa Phin commune) is a project of special significance.
The project started construction at the end of July 2025, this is the first project to be implemented according to the new policy of the Politburo on investing in the construction of 248 boarding schools for primary and secondary schools in the border communes of the mainland.

After 2 months of speeding up the progress, all blocks of houses have been deployed. The volume of basic leveling is completed, reaching 96%. The disbursement rate reached over 56% of the assigned capital plan.
The project has a total investment of 228.5 billion VND, invested by the Project Management and Land Fund Development Board of Area 5.
According to the design, the school has a new construction scale of 31 classrooms; 1 room for educational equipment, 1 school counseling room and support for education of students with disabilities; 14 subject classrooms, 1 library room; about 120 boarding rooms for students, 15 public rooms, living rooms for parents...
