On the morning of September 30, in a quick exchange with a reporter from Lao Dong Newspaper, Mr. Vu Duc Thien - Chairman of the People's Committee of Duc Long Commune, Cao Bang Province confirmed the above incident and said: "Yesterday night, at around 7pm, floodwaters poured in very quickly, most of the people in the management board moved to the completed road tunnel for shelter, I don't know why the 3 workers (2 men, 1 woman) stayed there."
According to Mr. Thien, the 3 workers are all from the investor of the expressway construction, not local people. "Currently, the police and military forces of the commune are still coordinating to search, all night long but have not found any victims" - Mr. Thien added.
In Cao Bang, the project management board is located in Duc Long commune (formerly Thuy Hung commune, Thach An district). According to records, after last night's flood, the facilities of the entire management board were severely damaged and 3 people are still missing.
As Lao Dong has reported, in the past two days, in Thuc Phan, Nung Tri Cao, Tan Giang wards, Hoa An and Bao Lac communes... have issued an urgent notice of rapid flood water rise, due to heavy rain, water flowing from upstream, the water level on the Bang and Hien rivers has continuously risen, the risk of flooding in low-lying areas and landslides in mountainous areas is very high.



The government and functional forces quickly completed the work of helping people in flood-affected areas get to safety. At the same time, warning signs were put up for dangerous areas for people and vehicles to travel safely.
The Chairman of the People's Committee of Cao Bang province also issued dispatch No. 24/CD-UBND on September 29 on responding to and overcoming the consequences of natural disasters caused by storm No. 10.
The Dong Dang - Tra Linh Expressway project has a total length of 121 km (passing through the two provinces of Cao Bang and Lang Son), divided into 2 investment phases with a total investment of nearly VND23,000 billion. Phase 1 of the project started on January 1, 2024, with a length of 93.35 km, including 2 mountain tunnels and 64 overpasses.
Phase 2 of the project is implemented under the PPP form, with a scale of expanding the first phase by 93.35 km to 4 lanes (with interspersed emergency lanes) and building an additional 26.47 km of a new route connecting to Tra Linh border gate.
