The identities of the 3 victims were identified as: N.V.T (born in 2002, residing in Ba Vi, Hanoi), D.T.H (born in 1989, residing in Y Yen, Nam Dinh province), L.L.A.T (born in 2003, residing in Yen Lac, Na Ly, Thai Nguyen province).

According to the reporter's investigation, the project management board is located in Duc Long commune (formerly Thuy Hung commune, Thach An district).
According to records, after last night's flood, the facilities of the entire management board were severely damaged. The apartment complex was completely damaged, machinery and appliances were mixed in mud.
Rescue forces are coordinating the search.
Accordingly, due to the impact of storm No. 10, starting from September 28, the province experienced tornadoes, heavy rain, causing flooding, landslides, rockslides, etc.
As of 10am, September 30, 2 people had died, 3 people were missing, and 2 people were injured.

Heavy rain also caused the water level of the Bang River to rise, causing flooding in many riverside areas in Thuc Phan, Nung Chi Cao, Tan Giang wards and Hoa An, Thong Nong, Can Yen, Nguyen Binh, Xuan Truong communes. The whole province has recorded 18 landslides and 30 flooding points.
