Hanoi City Technical Infrastructure Center (Hanoi Department of Construction) said it will dismantle the construction barriers of the local flood control project on Nguyen Trai, Quang Trung - Trang Thi, Ly Thuong Kiet, Ly Thai To - Phan Chu Trinh streets before April 30.
According to Mr. Vo Phuong Nam - Deputy Head of Technology and System Management Department, Hanoi City Technical Infrastructure Center, the unit is currently implementing a project to prevent localized flooding on 5 streets.
On Nguyen Trai street, the section from Giap Nhat intersection to Cu Loc intersection is being fixedly barricaded 24/24 hours. To shorten construction time, the unit has arranged 2 construction teams along the route in a rolling manner in each segment, and at the same time arranged the remaining lane of about 15m wide for vehicles to circulate.
For the Quang Trung - Trang Thi route, 2 fixed construction teams are currently being deployed in a rolling manner, combined with corrugated iron fences for each section from 5 - 10m long.
On the Ly Thuong Kiet route, the unit organizes construction according to the "working at night, filling day" plan to minimize traffic impact.
For the Ly Thai To - Phan Chu Trinh axis, there are currently 2 daytime construction teams and 1 nighttime construction team according to the "doing at night, filling daytime" plan. To serve construction, the unit has implemented fixed barriers with corrugated iron fences combined with B40 mesh in each section, about 60m long, 7m wide barriers on Phan Chu Trinh street. The remaining road surface is averaged from 3.4 - 4.6m on each side for vehicles to circulate.
During the construction process, the unit also adjusted the time frame in the direction of prioritizing construction at night or outside peak hours to limit impact on traffic participants.
Hanoi City Technical Infrastructure Center requires 24/24 hour barrier sections to carry out the stages of excavating soil, transporting, and installing culverts at night; during the day, mainly carry out site clearance and auxiliary works, in order to minimize traffic congestion.
For projects with fixed barriers, the Center has directed construction units to fully arrange traffic diversion signs according to regulations, and at the same time assign personnel to coordinate with traffic police forces at construction locations.
Regarding the request to shorten the barrier time, Mr. Vo Phuong Nam said: According to the permit, the barrier time is granted until the end of May 31, 2026. However, the Center has directed construction units to accelerate progress, ensure full machinery, materials, and strive to complete and dismantle barriers on all routes before April 30.
Hanoi City Technical Infrastructure Center has also assigned officials and experts to supervise 24/24 hours, ensuring regular and continuous supervision. "For contractors who do not properly implement commitments and do not comply with traffic diversion measures, the Center will propose replacements," Mr. Vo Phuong Nam said.
