Many sections of barriers occupy up to 1/3 of the road surface area. According to the construction organization plan, the section from Royal City to Vu Trong Phung, about 800m long, is fixedly barricaded in sections of 20-30m long for construction of box culverts. The barricading causes traffic space to narrow, each direction only from 5-10m, greatly affecting movement, especially during peak hours.
This situation also occurs at many other construction sites such as Hoang Quoc Viet, Lac Long Quan, Vo Chi Cong, Tran Hung Dao - Quang Trung area... Barricades in the center of the road make people have to move slowly, moving slightly when passing by, especially during peak hours.
At the Tran Hung Dao - Quang Trung intersection, Road Traffic Police Team No. 1 (Traffic Police Department, Hanoi City Police) has arranged forces to be on duty, coordinating with the construction unit to regulate traffic.

Although the construction partly affects people's travel, this is an urgent project to prevent flooding for the Capital. At the same time, people also want units to speed up progress, ensure neat and clean construction, contributing to building a green, clean, and civilized city.
According to reporters' records, to ensure progress, the contractor applies a rolling construction plan. The plan to build barriers is also widely announced by the Department of Construction in the mass media for people to grasp and proactively adjust the route, avoiding congestion.
