Dong Nai "failed" the plan many times
On June 18, 2023, the Bien Hoa - Vung Tau expressway project with 3 component projects, more than 53km long passing through Dong Nai province (34km) and Ba Ria - Vung Tau (19km) has a total investment of more than 17,800 billion Construction has officially begun.
Up to now, after more than 1 year of project, for Ba Ria - Vung Tau province, project component 3 has been 100% completed, resettlement plots are available, project progress is also guaranteed throughout the route. The joint venture of 3 contractors simultaneously implemented 15 construction projects, the construction value reached over 35%. Meanwhile, in Dong Nai province, component projects 1 and 2 of the Bien Hoa - Vung Tau expressway are still struggling to clear land and hand over to contractors for construction.
According to Dong Nai Provincial People's Committee, up to now, project component 1 has only handed over 41% of the site, while project component 2 has only handed over nearly 60%.
Previously, Dong Nai province also twice implemented the plan "30 days and nights to carry out compensation and site clearance for key projects", but the milestones for completing land clearance at the end of June 2024 and the end of July 2024 were both " Missed appointment".
At a meeting with Dong Nai province on June 29, a representative of Project Management Board 85 - Ministry of Transport said that the project implementation period has now been 1 year, but the total output of the component project 2 Bien Hoa Expressway - Vung Tau is very low, disbursement plan is also modest, the main reason is lack of construction site.
Dong Nai hands over the premises in August 2024
Lacking space, construction of the Bien Hoa - Vung Tau expressway passing through Dong Nai is also taking place at a leisurely pace. In project component 1, machinery mainly focuses on construction of the section through Long Thanh district because there is an adjacent plot of nearly 4km. Not only is there a lack of space, the contractor also faces a lack of land for construction.
According to the Dong Nai Traffic Construction Investment Project Management Board (investor of project component 1), the lack of land and sand causes contractors to face many difficulties, and contractors have to carry out construction work in moderation. in many sections of the route.
Meanwhile, at the component project 2 of the Bien Hoa - Vung Tau expressway, the representative of Project Management Board 85 - Ministry of Transport said that in addition to difficulties due to lack of construction site, the investor also encountered problems. about soil sources, waste disposal sites...
According to calculations, the Bien Hoa - Vung Tau expressway project phase 1, the section passing through Dong Nai province, needs more than 5 million m3 of backfill land to serve the construction process. However, there is currently a serious shortage of land resources.
On August 18, the Prime Minister launched the peak emulation "500 day and night competition to complete 3 thousand km of expressway". Immediately after the launching ceremony, Dong Nai Provincial People's Committee thoroughly informed localities with projects to speed up work progress.
Mr. Vo Tan Duc - Deputy Secretary of the Provincial Party Committee, Chairman of Dong Nai Provincial People's Committee said that with the Bien Hoa - Vung Tau expressway project, Long Thanh district is required to hand over the site from the section bordering Ba Ria - Vung Tau province. Vung Tau to the intersection with Ho Chi Minh City - Long Thanh - Dau Giay highway in August 2024. For the remaining section, Bien Hoa City and Long Thanh district must hand over at least about 85% of the site area in mid-September 2024.
Regarding the recommendations of investors related to land filling materials, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc requested the Department of Natural Resources and Environment to advise the Party Committee of the Provincial People's Committee to report to the Provincial Standing Committee. The Committee allows land reclamation in localities to ensure the source of land for highway projects in the area.
