Violations in economic model building
Ninh Phu commune is one of the localities in Ninh Hoa town that has identified the goal of developing a high-tech marine economy. Most of the coastal area in Ninh Phu commune is encouraged for aquaculture, including brackish water shrimp farming. And some farm economic models have appeared, initially gradually changing the form of small-scale farming as before.
However, there are also some people who take advantage of this farm economic activity to build shrimp farms on production forest land, which is not in accordance with the planning, such as Chinh My Aquaculture Farm owned by Mr. Le Minh Chinh.
People in Ninh Phu commune expressed concern because the farm's activities have been going on for a long time, digging deep into the foothills, destroying the surrounding landscape and not ensuring safety for shrimp farming households at the foot of the mountain.
Mr. Nguyen Van Tinh - a local resident (name has been changed) - revealed that the entire shrimp farm area is on production forest land, which is not in accordance with the planning. However, this farm has been operating for many years but the locality has not inspected and handled it in a timely manner, creating a bad precedent in state management.
From above, in an area of about 1 hectare at Chinh My Aquaculture Farm, there are 3 large lakes, of which 2 lakes show signs of shrimp farming. Around the farm are a number of solid houses and temporary houses serving shrimp farming and for people living inside.
Create conditions for people to develop the economy but must comply with regulations
Ms. Phan Nguyet Anh - Chairman of Ninh Phu Commune People's Committee confirmed that after many invitations to work, the owner of Chinh My Aquaculture Farm was only able to provide a number of documents, including a certificate of farm economic model and aquaculture signed by Ninh Hoa Town People's Committee in 2019. However, Ms. Nguyet Anh stated that for a shrimp farm to operate, it is necessary to complete the legal documents following the land use planning.
"We have only received the certificate of the farm economic model and aquaculture signed by the People's Committee of Ninh Hoa town. However, this recognition does not specifically show the location of the farm on the land... The locality has also asked Mr. Chinh to provide a plan and plan for using the farm land for monitoring" - Ms. Phan Nguyet Anh informed.
Mr. Nguyen Son Vu - Head of the Natural Resources and Environment Division of Ninh Hoa town said that the unit is currently compiling documents surrounding the activities at Chinh My Aquaculture Farm, before reporting to the People's Committee of Ninh Hoa town.
Mr. Nguyen Son Vu affirmed that the construction of the above shrimp farm on production forest land is not in accordance with regulations. The act of building a shrimp farm on forest land is determined to be using the land for the wrong purpose. In the coming time, Ninh Hoa town will direct Ninh Phu commune to draw up a record of administrative violations and request to remedy the consequences and restore the original state of the above act.
Meanwhile, Mr. Le Minh Tam - Vice Chairman of Ninh Hoa Town People's Committee stated that Ninh Hoa Town leaders always create conditions for people to participate in economic development within the framework of the law. Particularly for violations, the locality's viewpoint is to inspect and strictly handle any signs of violations.
