On February 20, the 22nd session of the People's Council of Long An province, term X, 2021-2026, passed a Resolution on additional support policies for cadres, civil servants, public employees and workers when implementing the reorganization of the apparatus of the political system; cadres and civil servants who are not re-elected, reappointed and quit their jobs or retire at will in the province.
According to the roadmap for reorganizing the apparatus and streamlining at least 20% of the payroll according to Decree No. 178/2024/ND-CP of the Government, the whole province plans to reduce 376 people. Of which, the number of people in the state agency and unit sector is 285 people, the agency and organization sector is 91 people.
Up to now, the number of cadres, civil servants and public employees expected to quit their jobs and retire early for agencies and units subject to reorganization is expected to be 256 people voluntarily applying for early retirement according to Decree No. 178/2024/ND-CP. Of which, the state sector has 165 people, the Party agency sector has 91 people. It is expected that the total cost of paying the regime according to Decree No. 178/2024/ND-CP of the Government is about 250 billion VND.
The total number of cadres and civil servants who are not eligible for re-election or reappointment and are expected to register to quit their jobs or retire before the policy age according to Decree No. 177/2024/ND-CP is 123 people. Of which, the provincial level has 5 people, the district level has 34 people, and the commune level has 84 people. The total expenditure according to Decree No. 177/2024/ND-CP is about 61.5 billion VND. Thus, the total number of people expected to quit their jobs and retire early in the province is 379 people; the total cost of payment according to Decree No. 178/2024/ND-CP and Decree No. 177/2024/ND-CP is about 311.5 billion VND.
To support and encourage cadres, civil servants, public employees and workers in agencies, organizations and units subject to arrangement, and complete the minimum reduction rate of civil servants and public employees receiving salaries from the state budget to reduce staff according to the plan to arrange and streamline the province's apparatus, in accordance with the roadmap for implementing the policies prescribed in Decree No. 178/2024/ND-CP; encourage and motivate cadres not to be re-elected or reappointed due to the work of arranging congress personnel, individuals who wish to retire early according to the provisions of Decree No. 177/2024/ND-CP, the Provincial People's Council has agreed to issue a Resolution on additional support policies for cadres, civil servants, public employees and workers when voluntarily implementing the arrangement of the political system; cadres and public employees who are not re-appointed or reappointed and leave work in Long An province and resign according to the provisions of Decree No. 177/2024/ND-CP.
Accordingly, the province will provide additional support to those who retire when implementing the arrangement of the apparatus of the political system; cadres and civil servants who are not reappointed, reappointed and quit their jobs, or retire at will with a total estimated amount of 31.15 billion VND, equivalent to 10% of the support level of Decree No. 177 and Decree No. 178.
This additional support fund, for cases in Party, State agencies, and public service units with regular expenditures guaranteed by the state budget, will be guaranteed according to the current budget decentralization. For cases in public service units that self-insure regular and investment expenditures, public service units that self-insure regular expenditures, the funding source will come from the unit's revenue from operational activities and other legal sources.
For public service units with a part of regular expenditure guaranteed by the state budget, the funding source is from the unit's revenue from public service activities, other legal revenue sources and support budget sources according to the current budget decentralization.
In case the public service unit that self-insures regular expenditures does not ensure the ability to balance the cost of resolving the regime and policies for civil servants and employees according to the provisions of Decree No. 178/2024/ND-CP, of this Resolution, the funding support will be considered and decided according to regulations.
