Mr. Vu Lap (1924-1987) real name is Nong Van Phach, Tay ethnic, native of Na Ma village, Vinh Quang commune, Cao Bang city (now Nung Tri Cao ward, Cao Bang province).
He participated in revolutionary activities from his youth. At the age of 17, he was sent to military training in Guangxi (China) in the same class as his seniors Hoang Van Thai, Quang Trung, Nam Long... the core members of the Vietnam Propaganda and Liberation Army Team (predecessor of the Vietnam People's Army).
During the resistance wars against France and the US for national salvation, he directly participated in many major campaigns, made many outstanding feats of arms, contributing to the victory of the resistance war for national independence and reunification.
In 1984, he was promoted to the rank of Lieutenant General.
He has been assigned many important responsibilities such as: Commander of the Northwest Military Region, Commander of Military Region 2, 15 consecutive years as a member of the Party Central Committee of the IV-VI term, and a National Assembly deputy for three consecutive terms (VI-VIII).
