From December 15, 2025, violations of regulations on residence registration and management will be punished according to Decree 282/2025/ND-CP of the Government. In particular, failure to register for temporary residence in accordance with regulations or failure to present residence information on the VNeID application when required can be subject to administrative sanctions.
According to Clause 1, Article 10 of Decree 282/2025/ND-CP, individuals may be subject to a warning or a fine of VND 500,000 to VND 1 million if they commit one of the following acts:
Not complying with the provisions of law on permanent registration, temporary residence registration, cancellation of permanent residence registration, separation of households, adjustment of residence information in the Residence Database or declaration of residence information.
Failure to comply with regulations on accommodation notices and temporary absence declarations.
Not presenting documents related to residence or residence information on the national identification application (VNeID) as required by inspection by competent authorities and individuals.
In addition, Clause 2, Article 5 of Decree 282/2025/ND-CP also clearly stipulates:

Organizations committing the same violation will be fined 02 times the fine for individuals.
This regulation aims to enhance the responsibility of rental establishments, businesses, and housing management units in complying with regulations on residence.
According to the Law on Residence 2020 and Circular 55/2021/TT-BCA, citizens who live in other legal places with permanent residence for 30 days or more are responsible for registering for temporary residence according to regulations.
Current temporary residence registration is conveniently done through the VNeID application, helping to synchronize electronic residential data and gradually replace traditional documents.
To avoid being fined when being inspected by authorities, people need to: Resident temporary registration must be correct and complete according to the law. Check your residence information on the VNeID application again to ensure it has been updated accurately. Proactively present electronic residence information on VNeID when required.
Thus, registering for temporary residence on VNeID is not only a legal obligation but also a way for people to protect their rights, avoiding the risk of administrative sanctions from December 15, 2025.
