According to statistics from the Department of Transport of Quang Ninh province, the number of ships sunk by storm Yagi was 269, including 116 fishing boats, 126 cargo ships, and 27 tourist ships.
To quickly restore socio-economic activities after the storm, Quang Ninh has implemented a series of urgent measures, of which the Provincial People's Council issued Resolution No. 42/2024/NQ-HDND dated September 23, 2024 on a number of measures to support overcoming the consequences of storm Yagi in the province.
In particular, partial support for the cost of salvaging production vehicles such as ships and boats registered in Quang Ninh that sank due to storm Yagi in the province with a support level of 50 million VND for vehicles with a length of 12m or more, 15 million VND for vehicles with a length of 6-12m.
However, sunken cruise ships are not included in the resolution’s support list. This fact has left many ship owners surprised and somewhat worried.
Speaking to Lao Dong, Mr. Bui Xuan Tinh - owner of Toan Thang Shipping Company, Tuan Chau International Passenger Port said: "At Tuan Chau International Passenger Port, 23 sunken ships have been salvaged and repaired. My company has 3 sunken ships, estimated damage of over 3 billion VND.
After the repair process, one ship has resumed operations, while the company is still researching a solution for the other ship with more severe damage.
All the owners of the sunken ships have taken the initiative to salvage their assets. What we want most right now is support in procedures, conversion, new construction, and bank loans so that we can maintain production and business."
Explaining why the tourist ship was not included in the support list of Resolution 42, Mr. Bui Hong Minh - Deputy Director of the Department of Transport of Quang Ninh province said: "After Typhoon Yagi, the Department of Transport and other sectors drafted and advised the Provincial People's Committee to support all sunken ship owners. This is meaningful both to support difficulties and to quickly release and ensure traffic safety on inland waterways due to sunken shipwrecks blocking the waterway.
However, after appraisal and verification from relevant agencies, the support for tourist boats is not in accordance with the budget law, the law on natural disaster prevention and government decrees, so only fishing boats can be supported according to Decision 118/2007/QD-TTg of the Prime Minister.
However, issues related to legal procedures due to lost documents and replacement procedures have been directly resolved by the Quang Ninh Department of Transport for the convenience of ship owners.
