On November 11, the People's Committee of Quang Ninh province held a meeting to listen to and give opinions on the draft Report and Resolution regulating support for the development of small-scale irrigation, intra-field irrigation, and advanced, water-saving irrigation in the area.
The Resolution stipulates the level of support for the development of small-scale irrigation and advanced, water-saving irrigation in accordance with the provisions of Decree No. 77/2018/ND-CP dated May 16, 2018 of the Government. Accordingly, the support level includes 50% of the cost of materials, construction machinery and equipment to build water-saving irrigation systems for upland crops, with a maximum support level of 40 million VND/ha.
Supported subjects are individuals and grassroots irrigation organizations, with irrigation systems serving key crops, having advantages, suitable for market demand and adapting to climate change.
The draft also stipulates support for investment in solidifying canals, with a support level of 70% of the total investment value of the project, with 90% support in mountainous areas (excluding land clearance costs). The supported project must have the task of supplying water, irrigation, drainage, and water drainage with a scale of less than 20 hectares in mountainous areas and 100 hectares in plains.
Departments and branches participating in the meeting said that the development of the Resolution is necessary to save water in agriculture, contribute to ensuring water security, encourage the application of advanced irrigation technology, help increase productivity, and modernize agriculture, especially in the current context of climate change.
Representatives of localities, departments and branches also proposed additional funding and a roadmap for implementing the resolution, reviewing the area of irrigation support and assessing the impact of current policies on supported irrigation works.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Nghiem Xuan Cuong requested the Department of Agriculture and Rural Development to complete the draft documents, clarify the necessity of the resolution, review the reality, identify the correct subjects and scope of support to submit to the Party Committee of the Provincial People's Committee and the Standing Committee of the Provincial Party Committee.
