Unusual subsidence occurs
Quang Nam province has just declared an emergency situation due to the dangerous cracks and subsidence that occurred in H'juh village (Ch'Om commune, Tay Giang district). This is the second residential area in Quang Nam to declare an emergency situation due to concerns about landslides, after village 56B, Dac Pre commune, Nam Giang district, within 14 days, from October 11 to 25.
According to Mr. Mac Nhu Phuong - Vice Chairman of Tay Giang District People's Committee, H'juh village has 6-7 cracks on the slope of the residential area; the cracks are about 100-150m long; about 0.5-0.7m wide; about 1.7m deep; cracks have just appeared on the walls of some auxiliary works and cracks in the foundations of houses; threatening the safety of 33 households, 135 people at the foot of the hill and the surrounding area.
During the recent two storms No. 4 and No. 6, Quang Nam proactively took precautions and minimized damage. However, heavy rains caused by the storm caused many mountain cracks and unusual subsidence of houses, medical centers, and schools in many mountainous districts such as Hiep Duc, Tay Giang, Dong Giang, Nam Giang, Nam Tra My, Phuoc Son, etc. The authorities had to urgently evacuate thousands of people from areas at risk of landslides.
Quang Nam Hydrometeorological Agency forecasts that the whole province will have heavy rain in the coming days, with a high risk of flash floods, inundation, and landslides.
After inspecting the landslide scene at the hill of village 56B, Dac Pre commune, Nam Giang district, Chairman of Quang Nam Provincial People's Committee Le Van Dung assessed that if the heavy rain continues, the risk of landslide is very high, burying the whole village. The current situation is very dangerous.
Quang Nam leaders have directed Nam Giang district to urgently resettle 11 households, with 41 people in village 56B before Tet. The total budget for resettlement is expected to be over 6 billion VND and the expected support budget is about 115 million VND/household.
Checking vulnerable areas at risk of landslides
Over the past few days, Tay Giang district has established two working groups to directly review areas where serious landslides have frequently occurred in recent years, considering it the optimal solution to prevent the danger.
“We also mobilized forces to support people in strengthening their houses, urgently harvesting the rice crop, clearing the flow at some vulnerable points and checking hillsides near residential areas to prevent landslides and flash floods. We have developed a plan to direct the response to the “4 on-site” measures, ensuring food reserves in the community for 30 days,” said Mr. Arat Blui, Vice Chairman of the Tay Giang District People’s Committee.
Mountainous localities also developed "scenarios" to relocate houses and evacuate thousands of households in areas affected by floods, landslides, and flash floods.
After the terrible landslide in Tra Leng, Nam Tra My in 2020, which left dozens of people dead and missing, the Quang Nam government has planned to arrange and stabilize the population of 2,544 households, phase 2021 - 2025. However, after reviewing, it has increased by 769 households, to 3,313 households.
The reason is that landslides are becoming more and more serious. Some residential areas that were previously considered safe are now at risk of landslides, leading to an increase in the number of households in disaster areas. “Currently, in Nam Tra My district, there are 39 residential areas with about 12,000 people living there that are still at risk of landslides. Therefore, it is necessary to apply science to make timely forecasts, in order to proactively handle situations and overcome the consequences of natural disasters,” Mr. Tran Duy Dung, Chairman of Nam Tra My District People's Committee suggested.
Faced with the complicated developments of floods and rains, Chairman of the Quang Nam Provincial People's Committee Le Van Dung has requested Party committees at all levels and heads of local departments and branches to be on duty 24/7, continuing to implement emergency measures to respond to and overcome the consequences of natural disasters, minimizing damage... "People's safety must be put first. I do not want any officials to be suspended or disciplined after the storm," the Chairman of the Quang Nam Provincial People's Committee emphasized.
