On May 22, according to information from the Office of the People's Committee of Da Nang City, Mr. Le Trung Chinh signed and issued an official dispatch providing detailed instructions on the organization and arrangement of cadres, civil servants, public employees and workers in districts, wards and communes after the arrangement of administrative units.
According to the document, the new commune-level People's Committee will be organized with a maximum of 4 equivalent units, including the People's Council and People's Committee Office, the Economic Department (commune) or the Economic, Infrastructure and Urban Affairs Department (ward), the Department of Culture - Social Affairs and the Public Administration Service Center.
Regarding the payroll, the City People's Committee plans to have a minimum payroll of 1,077 and a maximum of 1,208. However, this figure will be reviewed and streamlined after the Government issues specific staffing norms for the new commune-level People's Committees.
Regarding the arrangement of leaders will have the position of Head of Economic/Economic, Infrastructure and Urban, Head of Culture and Social Affairs. In particular, the Chief of the Office of the People's Council and the People's Committee and the Director of the Public Administration Center will be concurrently by the Vice Chairman of the People's Committee of the Commune/Ward, in order to optimize resources.
For public service units under the People's Committees at the commune level, Da Nang also provides specific instructions. The education sector will keep public secondary schools, primary schools, and kindergartens and transfer them to the commune level for management. The health sector will maintain a health station in each ward and stations under the Regional Health Center.
In particular, Da Nang will establish two new public service units: Public Service Center and Project Management Board. The Public Service Center will focus on providing essential services to people in the fields of culture, sports, tourism, information, agriculture, environment and urban areas. The project management board, with autonomy in regular expenditures, will undertake tasks related to construction, land fund, site clearance, project management and market management. The establishment of these two units is expected to professionalize operations and improve the quality of public services.
At the same time, district/district inspection civil servants will be transferred to the City Inspectorate, each new ward/commune will be assigned at least one inspection civil servant. Current wards/communes are responsible for developing a plan to arrange and transfer civil servants and report to the City People's Committee before May 24.
For civil servants and employees who are performing site clearance tasks in districts and towns, they will be arranged to the Project Management Board under the new Ward/Comy People's Committee.
