Proactively arranging personnel, not wasting resources
The Standing Committees of the People's Councils of Quang Nam and Da Nang City have just held meetings to develop a plan to merge the two elected bodies in the direction of maintaining the existing organization and apparatus.
After the merger, the new administrative unit People's Council is expected to have 97 delegates (merged from 47 delegates of the Quang Nam People's Council and 50 delegates of the Da Nang People's Council), operating through 4 Committees: Legal Affairs, Economy - Budget, Urban Affairs and Culture - Society.

One of the noteworthy points is the effective plan to propose the use of the contingent of redundant cadres and civil servants after the merger. Instead of rigid streamlining, the leaders of the two localities agreed to propose the Central Steering Committee to allow the arrangement of the number of heads and deputy heads of the People's Councils and the Office of the provincial People's Council to take on key positions in communes and wards. This is considered a solution that can both solve the personnel problem and promote the expertise and capacity of a highly qualified staff.
In addition, according to Mr. Nguyen Xuan Tien - Chief of Office of the National Assembly Delegation and People's Council of Da Nang City, based on capacity and work experience, the positions of professional department leaders after the merger will be carefully selected, ensuring compliance with regulations and in accordance with new requirements.
No policy breaks, legal gaps
One of the biggest concerns when merging is the risk of mechanism and policies that are being implemented or a "legal gap" occurs in the transition period. In order to proactively respond, the Steering Committee for arrangement of administrative units assigned the People's Council of Da Nang City to coordinate with the People's Council of Quang Nam province to review the entire system of resolutions and legal documents.

The results show that Quang Nam currently has 218 People's Council resolutions, of which 200 resolutions are still in effect. Da Nang City has 288 Resolutions in effect. The specialized Committees of the People's Councils of the two localities are coordinating to classify: the resolution needs to continue to be implemented, the resolution needs to be adjusted, supplemented, or announced to be no longer effective.
Mr. Nguyen Cong Thanh, Vice Chairman of the People's Council of Quang Nam province, said that the two localities are implementing in parallel the review of specific policies of each locality, comparing, comparing and proposing appropriate integration in the general apparatus. The goal is not to let any policy be disrupted, especially in the field of social security.
From 2026, based on the guidance of the Central Government and the financial capacity of the new locality, the People's Council will consider issuing a new policy system, replacing old policies but still ensuring inheritance and suitability with reality.

In parallel with reviewing documents, the People's Councils are also sitting down to handle cases of "slowing" policies between the two localities. New, superior contents will also be proposed for synchronous application, in order to meet the development requirements of the new province - especially in the fields of urban planning, investment and digital transformation.
The leader of the People's Council of Quang Nam province emphasized that the merger is not simply a combination of two agencies to form one, but must take into account the harmony between organization, people and policies. This is a prerequisite for the new apparatus to operate effectively, meeting development expectations.
