Industrial development in the West of the city
The project of Investment in construction and business of infrastructure of Dai An Industrial Park expansion phase 2 was approved by the Prime Minister in 2006, in the same year, the People's Committee of Hai Duong province (old) approved the detailed construction plan. According to Resolution No. 22 of 2019 of the Hai Duong Provincial People's Council, the project area is approved for land acquisition to serve socio-economic development, for national and public interests.
The project has a total area of 227.19 hectares, of which 184.4 hectares belong to Tu Minh ward (Hai Phong city, formerly Cam Doai commune) and the rest belongs to Mao Dien commune (formerly Cam Dong commune). The investor is Dai An Industrial Park Infrastructure Development One Member Co., Ltd.
With a strategic location, the project connects the existing Dai An industrial park with National Highway 5 - the main traffic route connecting Hanoi - Hai Phong. When completed, the industrial park will expand the space for industrial development in the West of Hai Phong City, attract domestic and foreign investment, create jobs, increase budget revenue, and contribute to shifting the local economic structure.
According to the plan, the entire land area within the project area will be handed over to the investor in 2023. However, up to now, the site clearance work has not been completed due to problems from some households.

Need to strengthen dialogue, ensure people's rights
According to the People's Committee of Tu Minh Ward, as of October 15, there are still 34 households in the ward in the two residential groups of Kim Xa and Ha Xa that have not agreed with the compensation and support plan for site clearance for the project, related to nearly 15 hectares of public land.
Of the total 1,041 households whose land has been recovered, there are currently 1,000 households agreeing to receive compensation, 7 households agreeing but have not yet received compensation, and 34 households have not yet agreed. The local government has repeatedly adjusted the site clearance schedule; the latest plan set a completion target for 2023 but has not yet been achieved.
The main reason is that the compensation and support prices have not met the people's expectations. Some aquaculture households outside the dike have not yet agreed despite receiving support from investors, while others have not yet agreed to relocate graves. This situation has caused delays in handing over the site to the investor, affecting the overall progress of the project.
Mr. Bui Van Truong - Deputy Head of the Economic, Infrastructure and Urban Affairs Department of Tu Minh Ward, said that the processes, regimes and compensation policies for people are all implemented in accordance with legal regulations. The ward will continue to coordinate with people and investors to resolve problems, ensuring the highest benefits for people.
Mr. Truong also said that if the people agree, the ward can complete the site clearance work this year; on the contrary, the government will plan to enforce land acquisition and protect construction according to regulations.
In order to resolve the difficulties, the People's Committee of Tu Minh Ward held a meeting of the Working Group to review documents and legal procedures related to compensation and support for land acquisition. Here, Mr. Le Van Trung -- Chairman of the Ward People's Committee - emphasized:
Reviewing legal documents and procedures is an important step to ensure that land acquisition, compensation, and support are public, transparent, in accordance with procedures and laws
Mr. Trung requested the Working Group to closely coordinate with the city's specialized agencies, urgently complete the dossier, and at the same time increase direct dialogue with households to answer arising questions and recommendations. The ward will also promote propaganda and mobilization, helping people clearly understand policies, rights and responsibilities when the State reclaims land.
The completion of legal documents and organization of dialogues are considered an important preparation step to speed up the progress of the Dai An Industrial Park expansion project phase 2, ensuring the harmony of interests between the State - investors - people, contributing to promoting the socio-economic development of the western area of Hai Phong City.
