Hanoi City aims to attract about 20,000 rural workers to participate in vocational training annually, contributing to increasing the rate of trained workers to 80%.

The city continues to aim at comprehensive innovation, improving the quality and efficiency of vocational training for rural workers. This is to improve the quality of human resources, create stable jobs, increase income for workers, promote shift in labor structure and economic structure, meet the requirements of industrialization, modernization of agriculture and rural areas, as well as socio-economic development of the capital in the period of 2025-2035 and the following years.

This is also one of the key tasks in the process of fundamental innovation in career guidance and district students after high school, in line with the city's socio-economic development needs.

Hanoi City promotes vocational training associated with advanced and modern production methods, meeting the requirements of green agriculture, organic agriculture and high-tech agriculture; promoting multi-value integration, increasing added value, promoting regional and local advantages.

Every year, Hanoi strives to attract about 20,000 rural workers to participate in vocational training at all levels in the field of vocational education. The goal by 2030 is to have the rate of trained workers reach 80%, of which 60% have degrees and certificates.

To achieve the above goal, Hanoi City focuses on implementing 8 key groups of tasks including: strengthening propaganda work; innovating, improving the quality and efficiency of vocational training; linking vocational training with improving digital skills for people; ensuring resources and conditions for training; innovating and developing training programs and methods; building and developing a team of teachers and vocational teachers; strengthening leadership, direction, inspection and supervision; investing finance in vocational training.
