The Project to Upgrade and Expand National Highway 91 (section from Km0 - Km7) was approved by the People's Committee of Can Tho City in July 2024, with the City Construction Investment Project Management Board as the investor, with a total investment of more than 7,237 billion VND.
According to the Can Tho City Construction Investment Project Management Board, up to now, the Project Management Board has completed the selection and implementation of 5 bidding packages; is continuing to select the remaining bidding packages; and is expected to start the project in the second quarter of 2025.
The city is currently urgently implementing the project to start construction as planned. However, the project is facing difficulties and obstacles. Among them, there is no specific land price to calculate compensation; there is no unit price for compensation for crop damage when the State reclaims land.
As a resident whose house is affected by the project, Mr. Tran Van Thanh (Tra An ward, Binh Thuy district) said that the relevant authorities have completed the measurement, the local people are very sympathetic and supportive, now they are just waiting for a reasonable compensation price from the project.
Similarly, Ms. Nguyen Thi Nhan (Tra An Ward, Binh Thuy District) shared, “We are waiting for the compensation price and then ready to hand over the site. I also hope the project will be implemented quickly so that the landscape is clean and beautiful and traffic accidents on this road section are limited.”
According to the report of the City Land Fund Development Center, there are about 994 households, individuals and 84 organizations affected by the project (in Ninh Kieu and Binh Thuy districts). The total cost of site clearance is about 5,556 billion VND, the need for resettlement is about 300 plots.
Ms. Do Thi Nu - Vice Chairman of Tra An Ward People's Committee, Binh Thuy District - informed that for the project of Upgrading and Expanding National Highway 91 (section from Km0 - Km7), 100% of households and organizations have agreed with the measurement data, and are currently waiting for the project's compensation price. When the price list is available, the locality will coordinate to implement the next steps according to regulations.
At the recent meeting to check the progress of the National Highway 91 Upgrade and Expansion Project (section from Km0 - Km7), Can Tho City Party Secretary Nguyen Van Hieu requested Party committees and local authorities at all levels to strengthen inspection, monitoring of progress and urging project implementation; focusing on land acquisition and infrastructure construction for resettlement areas.
According to Secretary of the City Party Committee Nguyen Van Hieu, the people have agreed with the project, now they are just waiting for the compensation price; it is necessary to ensure the legitimate rights and interests of the people. The Secretary requested that localities soon issue and post specific compensation land prices to calculate compensation according to the commitment, complete site clearance work soon, and start the project as planned.
Recently, the People's Committee of Can Tho City issued a Decision on the advance capital plan for the project to Upgrade and Expand National Highway 91 (section from Km0 - Km7). Accordingly, the City People's Committee assigned more than 410 billion VND in advance capital plan for this project from local budget sources.
This is a Group A project, a level 1 road traffic project, with implementation time from 2023 to 2027. The overall goal of the project is to complete the traffic infrastructure, striving to build Can Tho into a modern and civilized city, basically becoming an industrial city.
