The People's Committee of Binh Thuan province decided to take disciplinary action by removing the position of former Director of the Department of Education and Training of Binh Thuan province from Mr. Phan Doan Thai, due to violations and shortcomings in his work, and the Central Party Secretariat has taken disciplinary action against him.
The disciplinary period is calculated from the date Decision No. 1504-QDNS/TW dated August 27, 2024 of the Central Party Secretariat takes effect.
Previously, the Binh Thuan Provincial Inspectorate concluded an inspection of compliance with regulations on bidding and procurement of assets and equipment for bid packages won by AIC International Progress Joint Stock Company (AIC Company) in the province.
The inspection team inspected 11 bidding packages at the Department of Education and Training, Department of Health, and Provincial Hospital of Traditional Medicine and Rehabilitation.
For 3 bidding packages at the Department of Education and Training of Binh Thuan province (implemented in 2016 and 2017): 3 bidding packages have equipment prices provided to investors that are too high compared to the input purchase price of AIC Company.
At the same time, these devices were purchased by AIC Company before winning the bid and signing the contract with the Department of Education and Training. AIC Company provided devices that were not in accordance with the contract in terms of model, technical specifications, and origin, but the Department signed the Acceptance Minutes for use.
Therefore, there are signs of violating Article 222 of the Penal Code on the crime of "Violating bidding regulations causing serious consequences".
The Inspection Committee of Binh Thuan Provincial Party Committee met to consider and decide on disciplinary action against the Party Committee of the Provincial Department of Education and Training for the 2010-2015 and 2015-2020 terms.
The Provincial Party Committee's Inspection Committee proposed that the Provincial Party Committee Standing Committee submit to the Binh Thuan Provincial Party Committee Executive Committee to consider the responsibility and discipline Mr. Phan Doan Thai, former Provincial Party Committee member, former Party Committee Secretary for the 2015-2020 term, and former Director of the Department of Education and Training.
