The Party Committee of Viet Hung Ward has just issued Resolution No. 07-NQ/DU on strengthening the management of public land and public agricultural land in the ward.
The issuance of the resolution aims to enhance the role and responsibility of the entire political system in land management and use; promptly detect, prevent and strictly handle violations of land laws such as: Encroachment on public land, use of agricultural land for the wrong purpose, illegal construction on agricultural land and public land. Thereby, contributing to maintaining legal discipline, ensuring land use is in accordance with planning, effective and sustainable.
According to the resolution, Viet Hung ward focuses on implementing key tasks such as: Reviewing and fully compiling statistics on public land funds and public agricultural land in the area; updating and completing cadastral records, maps of current land use status; clarifying the origin and boundaries of each plot of land to serve strict and long-term management. At the same time, strengthen inspection and supervision at the grassroots level; promote the role of residential groups, the Fatherland Front, organizations and people in promptly detecting and reporting land violations.
The content of the resolution clearly states that the ward will allocate a budget and mobilize socialization for measurement, data digitization, enforcement of violations, procurement of equipment for remote monitoring such as Google Earth software tools, flycams, installation of camera surveillance of the perimeter area. Establish a remote monitoring mechanism (using satellite images, flycams) to promptly detect and prevent violations from the time they first occur.
Along with that, establish records on the status of each area and each specific case to manage and hand over locations of public land and public agricultural land with potential violations to residential groups, attaching responsibility to inform the Ward People's Committee if violations occur.
Direct and organize regular patrols and inspections, especially outside of working hours, holidays and holidays; promptly detect and handle violations arising in construction works, dumping construction waste, and illegal encroachment on public land.
Organize the placement of signs, prohibition signs or concrete piles to block vehicles carrying waste and construction waste to the riverbank area; install a surveillance camera system when necessary.
In addition, strengthen inspection and control of vehicles carrying soil and construction waste; increase forces to grasp the situation, organize effective preventive measures when the working group of the Ward People's Committee, residential groups or people have detected and notified vehicles and addresses of violations; strictly handle vehicles participating in illegal dumping of waste; inspect waste transportation contracts at construction works in the ward.
"Determinately handle violations, strictly apply all forms of administrative sanctions, including remedial measures (forced restoration of the status quo, return of encroached land, demolition of works)" - the resolution clearly stated.
Along with that, the People's Committee of Viet Hung Ward has promoted the dissemination of land laws in many appropriate forms, helping people raise awareness, clearly understand their rights and obligations in the process of land use, thereby voluntarily complying with the provisions of the law. For violations, the ward is determined to prepare a file to handle them in accordance with regulations, not to let them stagnate for a long time, not to legalize violations, and not to let land "hot spots" arise in the area.
