Ha Long Ward People's Committee - one of the key tourism wards of Quang Ninh province - is drastically implementing measures to handle acts of encroachment on public space.
Among them is the situation of households and business households arbitrarily placing bricks, stones, plastic chairs and other items to occupy and keep parking spaces on roads and sidewalks.
This situation has been going on for a long time, causing urban unsightliness and public outrage, even leading to many arguments and conflicts between pedestrians and households, business owners.
Over the past time, Ha Long Ward People's Committee has directed urban order forces to strengthen inspection, propaganda, reminders and request violators to urgently dismantle and return public spaces according to regulations.

Along with that, the ward promotes the work of restoring urban order, focusing on handling cases of business encroaching on roads and sidewalks; placing billboards, signs, canopies, and business items that do not comply with regulations, affecting urban aesthetics and traffic safety.
The Ward People's Committee requests households and business households to raise awareness of complying with regulations on management and use of roadways and sidewalks; do not arbitrarily place obstacles to keep parking spaces, do not encroach on public spaces for private purposes.
Each citizen and business establishment needs to join hands to maintain urban order, environmental aesthetics, and build a civilized and friendly image of Ha Long ward, worthy of being a tourist and service center of Quang Ninh province.
Not only in Ha Long ward but also in most wards of old Ha Long City such as Hong Gai, Bai Chay, Ha Lam... there is also a situation of arbitrarily placing obstacles to keep parking spaces, while those locations are public spaces.
It is not difficult to encounter scenes of plastic chairs, iron stakes, ropes, plastic barrels, styrofoam boxes, even signs with the content: "No parking in front of houses or shops" placed in front of people's houses or shops.
Many passersby just intended to park their cars when someone came out to remind them and ask them not to park in front of their house or store.
