In the afternoon of August 22, in some areas of Quang Ninh province, it continued to rain, and some roads and residential areas appeared to be locally flooded.
In Hong Gai ward, some points on To Hien Thanh street were flooded. Functional agencies have installed barriers, guided and regulated vehicles through flooded points.

Yet Kieu regulating lake - a low-lying area, receiving a large amount of surface water from Hong Gai ward - local authorities have proactively operated the pumping system since August 21 to lower the water level in the lake, creating a large rain-resistant capacity.

Currently, all 3 forced pumps at the lake are operating, with a capacity of about 2,500m3/hour per pump. The water level in the lake is still within the safe threshold.

In Van Don special zone, at about 1:45 pm on August 22, Km2+100 Provincial Road 334, Van Don bridge 2 area, a landslide occurred from the hill down to the road surface, affecting traffic.
Immediately after the incident occurred, a working group of Road Traffic Police Team No. 2, Traffic Police Department of Quang Ninh Provincial Police was present at the scene, coordinating with functional agencies to organize traffic diversion, mobilize excavators and trucks to handle landslide soil and rocks, and soon restore traffic on the route.
According to the Northern Hydrometeorological Station, in 24 hours, from 12:00 on August 21st to 12:00 on August 22nd, due to the impact of storm No. 4, Quang Ninh province will have moderate to heavy rain, with very heavy rain in some places.
Some points recorded heavy rainfall including Phinh Ho, Hai Son commune, 224.4mm; Trang Vinh Lake, Hai Ninh commune, 191.8mm; Doan Tinh, Mong Cai 3 ward, 191mm; Tran Island, Co To special zone, 186.8mm; Ky Thuong, Ky Thuong commune, 171.6mm; Hoanh Bo 150.6mm; Quang Duc, Quang Duc commune, 142.2mm.
The rain has caused localized flooding of many streets, traffic roads and rice and crop areas in some localities, with a flood depth of about 0.2-0.4m.
The water level of the Ka Long River rose rapidly, causing flooding in the riverside area and some traffic spillways in Mong Cai 1, Mong Cai 2, Mong Cai 3 wards and Hai Son, Hai Ninh communes.
Small floods appeared on the Tien Yen River, with high water levels, causing flooding in riverside and stream areas in some communes of Binh Lieu, Luc Hon, Hoanh Mo, and Dien Xa.
