According to the People's Committee of Cat Hai Special Zone, due to the impact of storm No. 4 and storm circulation, prolonged heavy rain occurred in Cat Hai special zone, combined with high tides, causing localized flooding in many residential areas and roads on Cat Ba and Cat Hai islands.

Faced with heavy rain and rising water levels in many areas, from the evening of August 23, the People's Committee of Cat Hai Special Zone urgently directed functional forces to deploy response plans, support people, and ensure the safety of lives and property.
According to records at the scene, many residential areas and roads were flooded from 40-60 cm; in some areas, water flooded into people's houses, affecting daily life and travel.
On Cat Ba Island, the affected areas include Phu Long, Viet Hai, Hai Son, Gia Luan villages and some households in Cat Ba residential group, Ha Sen street.
On Cat Hai island, localized flooding occurred in Hoang Chau, Ninh Tiep villages and Dong Luong residential group. Water on some internal roads rose about 40-60 cm, causing traffic disruption and affecting people's lives.

Talking to reporters, a representative of Cat Ba National Park said that the road from Cat Ba National Park to Gia Luan village was locally flooded, the water level at times was nearly 1 m, and it was impossible to travel in both directions. By the time of recording, the road could not be circulated, causing temporary disruption to the travel of people in Gia Luan village.
However, because it has been announced to temporarily close tourist routes and eco-tourism spots from August 22, 2026 until a new announcement, no more tourists are stranded in the garden," a representative of Cat Ba National Park informed.
Faced with the above developments, the People's Committee of Cat Hai Special Zone continuously directed border guards, military, police forces and special zone officials to mobilize 100% of their forces, urgently present in affected areas to support people.

Leaders of Cat Hai special zone directly inspect flooded points, direct response and recovery work; and at the same time encourage people and forces on duty, requesting them to proactively monitor flood developments, and prioritize ensuring the safety of people's lives and property.

Not only mobilizing functional forces in each area, Cat Hai Special Zone People's Committee has also strengthened forces from other places to come to support. Right on the night of August 23, border guards handled and supported loading and unloading of goods in Gia Luan, Phu Long. This morning, the water rose in Hai Son. Police and border guard forces were also present, descended to load and unload goods, move goods and move people to safe places," said a representative of Cat Hai Special Zone People's Committee.
Cat Hai Special Zone People's Committee requests functional forces to continue to closely monitor weather developments, proactively develop response plans, urgently overcome flooding points, ensure traffic safety and soon stabilize people's lives.
Local authorities recommend that people proactively prevent and limit travel in deeply flooded areas, do not bring people and vehicles on roads that are not safe; and at the same time comply with the instructions of functional forces to ensure the safety of life and property.
