Hai Phong - Storm No. 4 caused heavy rain and flooding in many areas, localities are urgently draining water, overcoming consequences, and protecting production.

Due to the impact of storm No. 4, heavy rain and strong winds caused localized flooding, affecting life, activities and agricultural production in some localities. Localities in Hai Phong City are urgently implementing many drainage solutions, handling broken green trees, protecting production and limiting damage.

On the morning of August 24, Mr. Nguyen Trung Nghia - Secretary of the Party Committee of Nam Thanh Mien commune directly inspected some areas affected by storm No. 4, and at the same time directed forces to urgently deploy measures to overcome the consequences.

Due to heavy rain and strong winds, some green trees in the commune were broken and fallen; some roads and residential areas were affected by localized flooding. Areas of rice, crops and some works are at risk of damage.

The Secretary of the Commune Party Committee requested the Commune People's Committee, villages and functional forces to review the entire area, fully count damage; promptly handle fallen green trees, clear flows, drain water in flooded areas, ensure traffic safety and people's lives.

The recovery work is required to be carried out urgently and drastically according to the "4 on-site" motto, prioritizing areas at risk of unsafety.

For agricultural production, specialized forces coordinate with villages to inspect affected rice and crop areas, proactively drain water, clear flow, and guide people to care for and restore production after storms. Villages strengthen mobilization of people to inspect houses, works, trees, electrical systems and areas at risk of unsafety.

In Bac An Phu ward, in the past 2 days, prolonged rain for many hours caused localized flooding in low-lying areas. According to preliminary assessments, by 8 am on August 24, the entire ward had nearly 300 hectares of summer rice flooded white; 350 hectares of rice flooded 2/3 of the tree trunk and dozens of hectares of vegetables, fruit trees, and aquaculture flooded in Kim Loi, Le Xa, Dai Uyen, Vu Xa, Phuong Hoang residential groups.

Water drainage is difficult due to heavy rainfall, the water level of the Kinh Thay River rising higher than the internal field area, making it impossible to open culverts across the dike to lower the water area. Meanwhile, rain is forecast to continue.

The Ward People's Committee directs specialized agencies and agricultural service cooperatives to coordinate with the Irrigation Works Exploitation Enterprise to maintain the continuous operation of Tram Lo and Quang Tri drainage pumping stations; proactively drain buffer water, clear flow, prioritize areas of rice, crops, fruit trees, especially areas at high risk of flooding and crops about to be harvested.

In Khuc Thua Du commune, storm No. 4 caused heavy rain, causing many agricultural production areas to be flooded. Initial statistics show that 30ha of rice was flooded white, 120ha of rice was flooded over 2/3 of the trees; 10ha of fruit trees were flooded at the base and 5ha of vegetables were flooded.

Mr. Nguyen Tuan Hai - Chairman of the Commune People's Committee and professional officials directly inspect pumping stations, drainage culverts and production areas, directing drainage plans. The commune operates 3 pumping stations simultaneously: Hiep Le, Hao Khe and Xuyen Hu, combined with opening Gao culvert, Nhan culvert and Xuyen Hu culvert to increase drainage capacity.

Villages are required to closely monitor the fields, specifically statistically assess the extent of damage, especially the area of rice flooded white and deep; guide people to take care of and restore production immediately after the water recedes, minimizing damage caused by heavy rain.
