According to information from the Quang Ninh Provincial Hydrometeorological Station, in the past 24 hours (from 1:00 p.m. on October 13 to 1:00 p.m. on October 14), the province has had moderate rain, heavy rain, and some places with very heavy rain and thunderstorms.
Rainfall measured at some meteorological stations: Bai Chay 125.8mm; Mong Cai 124mm; Binh Lieu 97mm; Uong Bi 89.6mm; Quang Ha 69mm; Tien Yen 38mm; other areas are generally from 2050mm.
According to actual records, heavy rain caused the water level on the rivers Tien Yen, Ha Coi, Binh Lieu, and Ba Che to rise, many sections of the overflowing culvert were flooded.
On the morning of October 14, in Ha Dong Nam village (Hai Lang commune, Quang Ninh province), floodwaters suddenly poured down, causing a child to be swept away, but were rescued in time by local people, ensuring safety.
Immediately after the incident, the People's Committee of Hai Lang commune issued a warning and advised people not to be subjective, limit travel near rivers and streams; at the same time, proactively regulate water in canals, drainage culverts to reduce the risk of flooding.
The commune government requires villages, especially the disaster prevention and control force, to increase monitoring of flood and rain developments; promptly open drainage culverts, clear water flows, and avoid prolonged water stagnation that affects production and life.
The commune also mobilized excavators and local human resources to dredge and clear canals, ensuring smooth flow, minimizing the risk of local flooding.
In some areas of Ha Long city, the old Quang Yen town, some roads such as 25/4 street (Hong Gai ward), the Post Office intersection, Quang Yen ward, National Highway 18 through Cai Lan Industrial Park, Bai Chay ward... were also deeply flooded, causing difficulties for vehicles participating in traffic.
According to the forecast, due to the influence of the continental high pressure weakly shifting east, combined with strong high-altitude wind convergence, from the afternoon of October 14 to the afternoon of October 16, the whole province of Quang Ninh will continue to have moderate rain, heavy rain, some places with very heavy rain and thunderstorms. Rainfall is generally from 50100mm, in some places over 150mm. During thunderstorms, beware of tornadoes, lightning and strong gusts of wind.
