On the morning of September 13, the Quang Tri Provincial Civil Defense Command said that widespread heavy rain has caused flooding and fragmentation in many mountainous areas in the western part of the province, and many traffic routes were flooded.
According to a quick report as of 6:00 AM on September 13th, Quang Tri area had heavy to very heavy rain, with thunderstorms in some places. From 1:00 AM on September 12th to 1:00 AM on September 13th, common rainfall was 50-150mm, some places higher such as Huong Son 223mm, Ba Long 218mm.
Heavy rain caused water on many rivers to rise. On traffic routes managed by the Department of Construction, many flooded locations and traffic jams have appeared. On National Highway 15D, the Dakrong overflow bridge section in La Lay commune is flooded about 0.6m; provincial road 588a at Ba Long overflow bridge is flooded over 1m, water continues to rise rapidly. Some underground overflows on provincial road 586 in A Doi commune are also flooded.
In La Lay, A Doi, Dakrong, Truong Son, Lia communes, many overflow bridges, underpasses and inter-village roads are covered with water. In some locations, water is flooded from 40-60cm, people and vehicles cannot pass. In Truong Son commune alone, the road from Cay Ca village to Trung Son village is flooded about 0.7m.
Notably, in Lao Bao commune, from about 3 am on September 13, the Se Pon River water rose, causing flooding in many residential areas. On the same night, local authorities, border guards, police, and military forces deployed forces to support people to move out of dangerous areas, and at the same time transport assets to a high and dry place, limiting damage.
Mr. Tran Anh Vu, Chairman of Lao Bao Commune People's Committee, said that by the morning of September 13, there were 59 households flooded, while functional forces had supported the relocation of 129 households with 397 people to safe places.
Specifically, in Trieu Phuoc village, there were 50 households flooded, 110 households with 300 people relocated; Tan Phuoc village had 3 households flooded, 3 households with 16 people relocated; Vinh Dong village had 2 households flooded, 8 households with 36 people relocated; Tan Long village had 4 households flooded, 8 households with 45 people relocated.
Records at 6 am on September 13 showed that water flooded into the yards, houses and many residential roads in Lao Bao commune. Functional forces and people urgently raised and transported belongings, goods and assets out of the flooded area.
Faced with the situation of heavy rain still developing complicatedly, localities are continuing to deploy forces in deeply flooded areas with strong currents; control people and vehicles through bridges and spillways, and at the same time be ready to evacuate more people when the water level continues to rise.
