Assign the Hanoi Department of Construction to direct units to maintain and discharge the drainage system in the city: mobilize 100% of troops, machinery, equipment and have plans to immediately clear flooded areas (especially in urban areas and key areas).

Maximize the capacity of existing drainage hotspots (Yen So pumping station, Dong Bong 1, Dong Bong 2, Co Nhue, Dong Tru...) to lower the water level in the system in accordance with regulations.

Assign the Department of Agriculture and Environment to closely coordinate with the Department of Construction in regulating and regulating the urban drainage system with the agricultural drainage system, ensuring connectivity and continuity.

Direct companies to maintain and maintain irrigation systems to have a plan to operate the maximum capacity of agricultural pumping stations (Yen Nghia, Khe Tang, Ngoai Do, Van Dinh, Dong La, etc.) to ensure continuous and safe drainage to the Nhue River.

The People's Committees of communes and wards should proactively deploy response measures to ensure property safety and stabilize people's lives; propagate and mobilize people to coordinate with public service units in the area to inspect, collect garbage, clear barriers and barriers at stations, record records, ensure continuous drainage work; deploy solutions to drain water for alleys, hamlets, and areas with low terrain (such as installing local pumping stations).

The Department of Construction urgently implements the instructions of the City People's Committee in Notice No. 565 dated September 9, 2025 of the Office of the Hanoi People's Committee such as speeding up the implementation of the Capital Drainage and High-rise Planning.

Speed up the completion of the investment proposal for Nguyen Hoang Ton route; promptly advise, propose, and report to the Hanoi People's Committee for consideration and resolution of remaining problems.

The Management Boards of the City's Construction Investment Projects: Technical infrastructure and agriculture, civil works urgently focus on accelerating the investment preparation and implementation of investment projects.

Including projects such as Yen Nghia pumping station; Lien Mac connecting project; Ta Nhue River drainage system, Nhue River right; routes No. 3 and No. 5 to Tay Ho Tay Urban Area... to create connections, connect infrastructure systems and complete drainage systems according to the basins and according to the plan.
