Due to the impact of storm No. 10 (Bualoi), on September 29, many streets in Hanoi turned into "rivers" after a heavy rain that lasted for many hours, causing flooding and paralyzing traffic in many places. As of October 2, many points were still flooded, causing difficulties for people.
On the morning of October 2, it was recorded that at the intersection of Cau Bieu - Pham Tu road (in front of the gate of Tan Trieu K3 Hospital), the water was still over 60cm deep, making it very difficult for people and vehicles to move.

Many patients from other provinces who have been staying near Tan Trieu K3 Hospital have been greatly affected in recent days.
Ms. Pham Thi Hang (room number 21, group 14, Kien Hung) said: "For the past three days, floodwaters have caused all family activities to be disrupted, water flooded into the house, flooded the tank, and no water for daily use. This is a low-lying area, flooded every time it rains. The project is unfinished, with a lot of traffic, and dusty on sunny days.
Sharing the same view, Ms. Do Minh Huong (residing in the 103-bed Hospital complex) said that the government needs to speed up the progress of the project to build an overpass at the intersection of Road 70 to implement it slowly according to the direction of the Chairman of the Hanoi People's Committee to resolve the bottleneck that causes flooding: "Every flood takes a whole week to clear the tank and clean the house," Ms. Huong said indignantly.

Ms. Nguyen Thi Kim Oanh (from Viet Tri, Phu Tho) shared: Every day, I have to wade through water from the boarding house to the hospital. As a patient with poor health, now having to wade in dirty water is even more serious. The water was so deep that I couldn't see the road, so I had to walk very carefully to avoid slipping and falling. We hope that the government will have solutions to ensure safety and hygiene so that patients can feel secure in their treatment."
Passing through a flooded road to get into the hospital for treatment, Mr. Tran Duy Hung (54 years old, from Ninh Binh) - an enteric cancer patient said that he rented a room near the hospital for convenient travel: "The water was flooded but I still had to wear a raincoat. The flooding made it very difficult for me and many patients and relatives to move. The hospital grounds were not flooded, but when we walked out, the water was heavily flooded. If we can walk, it will be easier, but people in wheelchairs do not know how to handle it."
A representative of Traffic Police Team No. 7, Traffic Police Department of Hanoi City Police said that to support people and patients in emergency care, for the past 3 days, the traffic police on duty here have continuously used specialized cars to support the transportation of people through flooded areas.

Consecutive storms No. 8, 9, 10 and floods caused by the storm have killed 19 people and many people are missing. Many houses and production and business establishments had their roofs blown off and suffered heavy damage.
