Hanoi City Social Insurance has just issued Official Dispatch No. 06/BHXH-QLT announcing the salary level as a basis for paying social insurance, health insurance, unemployment insurance, occupational accident and disease insurance applied from 2026 to labor-using units in the city.
According to Hanoi Social Insurance, the minimum wage level used as a basis for participating in the above-mentioned types of insurance for employees working under labor contracts is determined according to the regional minimum wage in the Appendix issued together with Decree No. 293/2025/ND-CP.

Hanoi City Social Insurance said that the area applying the regional minimum wage in the city is determined as follows:
Region II includes communes: Phuc Tho, Phuc Loc, Hat Mon, Quang Oai, Co Do, Minh Chau, Vat Lai, Bat Bat, Suoi Hai, Ba Vi, Dan Phuong, Chuyen My, Dai Xuyen, Phuong Duc, Van Dinh, Ung Thien, Ung Hoa, Ung Hoa, Hoa Xa, My Duc, Phuc Son, Hong Son, Huong Son.
Region I includes the remaining communes and wards.
In case due to the adjustment of the applied area, the minimum wage associated with the area in the Appendix attached to Decree 293/2025/ND-CP is lower than the minimum wage prescribed by the Government at the time of December 31, 2025, the employer must continue to implement the minimum wage at the time of December 31, 2025 for employees recruited from December 31, 2025 or earlier, until the Government has new regulations.
Along with that, Hanoi Social Insurance emphasized: Businesses operating in any area apply the minimum wage of that area. In case a business has a unit/branch operating in many areas with different minimum wage levels, the unit/branch in which area applies according to that area.
Notably, in the case of employees working other than the headquarters address of the unit, Hanoi City Social Insurance proposes that the unit prepare a detailed list (labor, area code, workplace address) to correctly determine the minimum wage for participating in social insurance, health insurance, and unemployment insurance according to regulations.
