The Government has just issued Decree 363/2025/ND-CP regulating policies to attract and value talent for the Vietnam People's Army.
The Decree stipulates the subjects eligible for the policy of attracting into the payroll in the Vietnam People's Army, including: cadres, civil servants, public employees; individuals who are Vietnamese in the country and abroad who are not cadres, civil servants, public employees;
The objects of attraction to sign labor contracts to perform a number of important and strategic tasks of the Vietnam People's Army include: Individuals who are Vietnamese people in the country and abroad who are not cadres, civil servants, public employees; people of Vietnamese origin residing abroad; foreigners.
Subjects eligible for the policy of valuing talent:
- Officers, professional soldiers, national defense civil servants, workers and national defense officials working in the Vietnam People's Army;
- Students trained at Military schools, non-Military schools and abroad who graduate with excellent grades are awarded the rank of officer or ranked salary and the rank of professional soldier.
The Decree specifically stipulates the criteria, standards, and conditions for applying policies to attract people into the Vietnam People's Army; criteria, standards, and conditions for attracting people to sign labor contracts to perform a number of important and strategic tasks of the Vietnam People's Army; criteria, standards, and conditions for applying policies to people who value talent.
The Decree specifically stipulates policies for subjects attracted to military service and subjects who value talent, including:
Policies on logistical material norms; housing policies; policies on bonuses, personal income tax and protection; policies on additional allowances for subjects attracted to the payroll in the Vietnam People's Army; policies on additional allowances for subjects who value talent; salary policies for experts, general engineers, leading scientists working at core defense industry facilities and some other policies.
For subjects attracted to sign labor contracts to perform a number of important and strategic tasks of the Army, the policies applied include: Salary and bonus policies; housing support policies, personal income tax and some other policies.
One of the notable points of the Decree is the policy on additional allowances for those who are attracted to the payroll in the Vietnam People's Army.
Accordingly, excellent graduates are entitled to monthly additional support allowances up to 250% of the current salary level for 5 years from the date the Minister of National Defense decides to recruit them.
Other subjects are entitled to monthly additional allowances equal to 350% of the current salary level for 5 years from the date the Minister of National Defense decides to recruit.
