Decree 343/2025/ND-CP on regimes for nursing and care when suffering from dangerous diseases, regimes for information and funeral support upon death for retired army officers will take effect from January 1, 2026.
The regimes specified in Decree 343/2025/ND-CP are as follows:
First, the nursing regime.
Military officers who retire annually receive convalescence allowance, the benefit level is equivalent to officers currently serving at the same rank or position, paid 1 time/year (in the first quarter).
Depending on the subject, retired officers are also issued invitation cards for individuals or families to attend nursing at the Army's Nursing Teams (annually or every 2 years).
When going for nursing, they are guaranteed a place to rest and take care of their health; they are paid for train and bus fees according to regulations if they are self-sufficient in vehicles.
Every year, the commune-level People's Committee, based on the number of retired Army officers in the area, reviews and prepares a list to report to the Hanoi Capital Command (except for cases specified in Clause 3 of this Article) or the Provincial Military Command to serve as a basis for estimating and ensuring funding for the implementation of the prescribed regime.
Organize payment in the form of direct payment or through postal services or through personal accounts; summarize and report the list and amount of payment to the Hanoi Capital Command or the Provincial Military Command for settlement and finalization in accordance with the law on the state budget.
Second, the care regime when suffering from dangerous diseases.
Retired officer suffering from a disease on the List of Severe Diseases and concluded by the Medical Examination Council:
- Every quarter is supported with 2 times the base salary, calculated from the quarter concluded to be sick;
- When receiving inpatient treatment, medical expenses are guaranteed according to the actual number of days of treatment;
- In case it has been assessed as suffering from a serious illness but has not yet issued a decision to enjoy the regime but dies, the relatives are supported once equal to 2 times the base salary.
Third, the information system.
- Press regime: Some retired officers are allocated money to buy People's Army Newspaper (daily newspaper, weekend newspaper, magazine), allocated quarterly, at a rate calculated according to the newspaper price at the time of payment.
- Providing information, meetings: Every year, on major holidays (Tet Nguyen Dan, Army Establishment Day...), retired officers are allowed to meet, inform about the situation, and give gifts according to decentralization (Ministry of National Defense, Military Region, province, commune).
Fourth, funeral support regime upon death.
- In case it is subject to organizing state or high-level funerals, it shall be implemented according to general regulations.
- For the remaining cases, agencies and units that host or participate in organizing funerals are supported with funds (calculated according to the number of times the base salary, depending on the level of organization), to spend on decoration, funerals, wreaths and funeral service activities.
