As of 8:00 a.m. on November 28, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 116.65 m; water flow to the lake reached 809 m3/s; total discharge was 1,543 m3/s.
Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant closed the bottom spillway at 9:00 p.m. on November 24, 2025. After closing the spillway, the water flow downstream decreased rapidly.
At Tuyen Quang Lake, by 7:00 a.m. on November 28, the upstream water level reached 119.2m; the water flow to the lake reached 126m3/s; the total discharge was 230.13m3/s.
Implementing the inter-reservoir operation process on the Red River basin, Tuyen Quang Hydropower Plant has closed 1 bottom spillway gate of Tuyen Quang Hydropower Plant, currently only maintaining power generation through generators.
As of 10:00 a.m. on November 26, Son La Lake recorded upstream water levels at 215.11 m; water flow to the lake was 1,611 m3/s; total discharge was 1,224 m3/s. Currently, the unit has closed all bottom spillways, only maintaining power generation through generators to regulate the flow downstream.
A similar situation occurred in Lai Chau Lake, where the upstream water level reached 294.7m; the water flow to the lake reached 798m3/s; the total discharge was 388m3/s. Currently, Lai Chau Hydropower Plant has also closed all spillways and surface spillways, only operating power generation through generators.
At Thac Ba Lake, as of 8:00 a.m. on November 28, the upstream water level reached 57.94 m; the water flow to the lake reached 165 m3/s; the total discharge was 184.22 m3/s. Currently, Thac Ba Hydropower Plant is opening a facial opening.
Up to this point, most large hydroelectric reservoirs in the North have simultaneously closed to release water, showing that the water source situation has stabilized, creating conditions to ensure safety downstream and maintain stable power production.
According to the National Center for Hydro-Meteorological Forecasting, this afternoon, November 28, the center of storm No. 15 was at about 12.8 degrees North latitude - 112.6 degrees East longitude, in the western sea area of the Central East Sea, about 260km northwest of Song Tu Tay Island. The storm moved slowly in the West Southwest direction at a speed of 3-5 km/h.
The strongest wind near the storm center is level 11, gusting to level 14. Natural disaster risk level: Level 3 for the Central East Sea area (including the sea area north of the Truong Sa special zone).
Due to the influence of the storm, the Central East Sea area (including the sea area north of Truong Sa special zone) has strong winds of level 7-9; the area near the storm's center has strong winds of level 10-12, gusts of level 15. The waves are 4.0-4.0m high, the area near the storm's center has 7.0 9.0m; the sea is very rough.
The offshore sea area from Gia Lai to Khanh Hoa will have strong winds of level 6-7, then increase to level 8, gusting to level 9-10, waves 5.0-4.0m high, rough seas.
Meanwhile, cold air continues to cause the temperature in the North to drop. Few clouds, no rain at night, sunny during the day. Cold at night and morning, some places are very cold. The lowest temperature is from 9-14 degrees Celsius, in the mountainous areas of the Northwest, some places are below 8 degrees Celsius.
