As of 8:00 a.m. on November 30, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 116.69 m; water flow to the lake reached 1,327 m3/s; total discharge was 1,035 m3/s.
Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant closed the bottom spillway at 9:00 p.m. on November 24, 2025. After closing the spillway, the water flow downstream decreased rapidly.
At Tuyen Quang Lake, by 7:00 a.m. on November 30, the upstream water level reached 119.08 m; the water flow to the lake reached 190 m3/s; the total discharge was 186.21 m3/s.
Implementing the inter-reservoir operation process on the Red River basin, Tuyen Quang Hydropower Plant has closed 1 bottom spillway gate of Tuyen Quang Hydropower Plant, currently only maintaining power generation through generators.
As of 8:00 a.m. on November 30, Son La Lake recorded upstream water levels at 214.99 m; water flow to the lake was 1,147 m3/s; total discharge was 591 m3/s. Currently, the unit has closed all bottom spillways, only maintaining power generation through generators to regulate the flow downstream.
A similar situation occurred in Lai Chau Lake, where the upstream water level reached 294.52m; the water flow to the lake reached 798m3/s; the total discharge was 1,003m3/s. Currently, Lai Chau Hydropower Plant has also closed all spillways and surface spillways, only operating power generation through generators.
At Thac Ba Lake, as of 8:00 a.m. on November 30, the upstream water level reached 57.9 m; the water flow to the lake reached 241 m3/s; the total discharge was 270.19 m3/s. Currently, Thac Ba Hydropower Plant also maintains the closure of all spillways and surface spillways.
Up to this point, all large hydroelectric reservoirs in the North have simultaneously closed to release water, showing that the water source situation has stabilized, creating conditions to ensure safety downstream and maintain stable power production.
According to the National Center for Hydro-Meteorological Forecasting, today, November 30, the Northern and North Central regions are generally free of rain, cold at night and in the morning, and some mountainous areas in the North are very cold. The highlands of the North are wary of the possibility of frost.
The Southern region will have showers and thunderstorms in some places in the evening and at night; the night and early morning will be cold.
Meanwhile, storm No. 15 continues to move in the East Sea.
It is forecasted that by 7:00 p.m. tonight, the center of the storm will be at about 14.2 degrees North latitude - 112.3 degrees East longitude, about 340 km from the Gia Lai - Dak Lak coast. The storm is moving north-northwest at a speed of 3 km/h. The strongest wind near the storm center is level 9, gusting to level 11.
Storm No. 15 is expected to reduce its intensity as it approaches the Central mainland.
Due to the influence of the storm, the northwestern sea area of the Central East Sea will have strong winds of level 7; the area near the storm's center will have strong winds of level 8-9, gusts of level2; waves 3.0-5.0m high, the area near the storm's center will have 5.0-4.0m; the sea will be very rough.
Ship operating in the above-mentioned dangerous areas are likely to be affected by thunderstorms, whirlwinds, strong winds, and large waves.
