Da Nang requires reservoirs to lower water levels to flood elevation, in order to proactively respond to storm developments and ensure safety for downstream areas.

On November 28, the City Civil Defense Command issued Official Letter 234/PTDS on the operation of Song Tranh 2, Dak Mi 4, A Vuong, Song Bung 2, Song Bung 4 hydroelectric reservoirs.

Based on the Storm on the East Sea bulletin on November 28 of the National Center for Hydro-Meteorological Forecasting; the weather forecast and warning for the destination of 10 days in Da Nang from November 28 to December 7 of the Central Hydro-Meteorological Station; to proactively respond, the Head of the Da Nang City Civil Defense Command proposed to calculate and organize operations to gradually lower the water level of the Song Tranh 2 and Dak Mi 4 hydropower reservoirs, A Vuong, Song Bung 2 and Song Bung 4 to the highest water level before the flood.

Specifically as follows: Song Tranh 2: 173.2m, Dak Mi 4: 256.2m, A Vuong: 378m, Song Bung 2: 603m, Song Bung 4: 220m before 6:30 a.m. on December 1 Starting operation time 6:30 p.m. on November 28.

Operating parameters are as follows: Song Tranh 2 Lake: Operating flow rate equal to the flow to the lake plus (from 80 to 200) m3/s; Dak Mi 4 Hydropower Reservoir: Operating flow rate equal to the flow to the lake plus (from 30 to 70) m3/s.

A Vuong hydroelectric reservoir: The operating flow rate is equal to the additional flow to the reservoir (from 25 to 150) m3/s; Song Bung 2 hydroelectric reservoir: The operating flow rate is equal to the additional flow to the reservoir (from 12 to 100) m3/s; Song Bung 4 hydroelectric reservoir: The operating flow rate is equal to the additional flow to the reservoir (from 100 to 250) m3/s.

The organization and operation must ensure the principles of operation, avoiding sudden changes according to regulations. Continue to organize the implementation of information and notification to the authorities and people in the downstream area about the operation and regulation of the lake.

The People's Committees of communes and wards in downstream areas continue to organize notices to people and organizations operating on rivers and along rivers; aquaculture facilities on rivers, water transport vehicles; ferry terminals, spillways; production and business activities, sand and gravel exploitation to regulate hydropower reservoirs to proactively take preventive measures to ensure safety of people and property.

Review flood prevention plans to ensure safety for downstream areas and riverbank landslides to be ready to respond.

Propagate and instruct people and relevant agencies and units on flood prevention skills to proactively respond; strictly prohibit the removal of firewood and fishing on rivers in areas with deep and fast-flowing water when regulating hydroelectric reservoirs.
