According to Ms. Quyen, before implementing the new policy, the total allowance she received was nearly 4 million VND/month. After applying the new Resolution, her income increased to more than 6 million VND/month.
Chum Nua village was merged from the two villages Doi Coc and Chum Nua before. The area is wider, the road to solve work is about 5 km, so the workload is also more.
Going further, more hard, but with the current allowance level, I see it as worthy and have more motivation to complete the task," Ms. Quyen shared.

Sharing the joy, Mr. Xa Van Dat - Head of Chieng Cang village - said that Chieng Cang village was formed after the merger of Ke hamlet and Chieng Cang.
In which, the area of Ke hamlet is located by the river, adjacent to Van Ho commune (Son La), belonging to the lake area, so travel is still difficult.
Currently, Mr. Dat holds three positions at the same time, including Village Head, Deputy Secretary of the Party Cell and Commune Military Commander.
Previously, the total allowance he received was about 2.9 million VND/month. According to new regulations, the total allowance and concurrent support are expected to be more than 6 million VND/month.
The area after the merger is wider, the number of households has increased, and moving between residential areas also takes a lot of time. The new policy helps people working at the grassroots level feel more secure because the effort put in has been recognized," Mr. Dat said.
Sharing with Lao Dong Newspaper, lawyer Nguyen Thu Trang - Deputy Director of Heva Law Company Limited - said that according to current regulations, the Government stipulates the minimum allowance level for people working in villages in Decree No. 185/2026/ND-CP. On that basis, localities can decide on higher support levels depending on actual conditions.
According to information released by Phu Tho province, Phu Tho Provincial People's Council has issued Resolution No. 13/2026/NQ-HĐND stipulating the monthly allowance level for non-specialized workers and people participating in activities in villages and residential groups in the area.
The Resolution classifies villages and residential groups into two groups to apply allowances and support levels suitable to the workload.
Group 1 (special type/large scale): Villages with 700 or more households; residential groups with 1,000 or more households; villages and residential groups belonging to key communes in terms of national defense; particularly difficult villages.
Group 2 (the remaining type): remaining villages and residential groups in Phu Tho province.
The allowance level for non-specialized personnel is calculated based on the current base salary of 2,530,000 VND/month.
For 3 titles of non-specialized personnel in villages and residential groups, the allowance level is implemented according to the provisions of the Resolution.

The Resolution also stipulates 8 titles participating in activities in villages and residential groups, including: Deputy Secretary of the Party Cell; Deputy Village Head (or Deputy Head of Residential Group); Head of the Women's Union; Head of the Farmers' Union; Head of the Veterans' Union; Secretary of the Youth Union; Head of the Elderly Association; Deputy Head of the Fatherland Front Work Committee.
The monthly support level for these 8 titles is applied according to each group of areas:
Group 1: Coefficient 0.3 times the base salary, equivalent to 759,000 VND/month/position.
Group 2: Coefficient 0.25 times the base salary, equivalent to 632,500 VND/month/position.
For concurrent positions, people holding concurrent positions are entitled to 100% of the allowance or support level of that position. In case of concurrent holding multiple positions, they are only entitled to one allowance or the highest concurrent support level.
