Want to support pension payment, even if the unit loses money, it still has to pay immediately

One of the criteria for selecting a pension payment support unit is to have sufficient financial capacity, even if money is lost, it must be paid immediately to the beneficiary.

On the Vietnam Social Insurance Information Portal, it is posted that Decision No. 173/QD-BHXH promulgates criteria and conditions for selecting organizations to support regime payment (effective from February 2026).

One of the notable points is the specific criteria and conditions for the work of paying pensions, monthly social insurance allowances, and unemployment benefits in cash (Article 4) as follows:

Have a plan to organize payments to all commune-level administrative units nationwide, ensuring thrift, efficiency and suitability with the number and characteristics of beneficiaries. Have a plan to ensure cash safety in payments. Have a plan to organize payments in special conditions (Tet Nguyen Dan, epidemics, natural disasters, for force majeure reasons, implemented according to the direction of competent authorities).

Have a payment nghiệp vụ process, ensuring compliance with regulations, clarity, correct order, methods and forms according to the guidance of the social insurance agency.

Payment points are stable, spacious and clean; ensuring safety and security for beneficiaries. Arrange payment points (including mobile payment points) to ensure reasonable distance for beneficiaries to easily access, especially for the elderly, people with disabilities, rural areas, difficult areas, and areas of difficult access.

Have a system of machinery, equipment, and working vehicles suitable for the work of paying monthly pensions, social insurance allowances, and unemployment benefits in cash: computers, equipment for payment, tables and chairs, drinking water, cash preservation tools and other necessary equipment.

Have a personnel plan to ensure the implementation of monthly pension and social insurance allowance payments, unemployment benefits in cash according to the regulations of the social insurance agency: Ensure at least 1 payment staff member/1 payment point; points with a large number of beneficiaries must increase the number of payment staff members according to scale; points with a small number of beneficiaries must have appropriate plans, ensuring convenience for beneficiaries; have human resources to organize payment at the place of residence for elderly, weak, lonely, sick,... beneficiaries who are unable to receive at the payment point (free for beneficiaries).

Having sufficient financial capacity to pay immediately to beneficiaries in force majeure cases (including cases of money loss); compensate the entire amount of wrongly spent money, payment expenses, and penalty interest to the social insurance agency in case the organization supporting the payment of the wrong payment regime (paying incorrectly to beneficiaries, not on time as prescribed, not on the correct amount as prescribed by Vietnam Social Security).

The document also stipulates specific criteria and conditions for the work of verifying information and managing people receiving monthly pensions and social insurance allowances through personal accounts as follows:

Have a plan to organize information verification and management of beneficiaries to all commune-level administrative units nationwide, ensuring thrift, efficiency and suitability with the number and characteristics of beneficiaries.

Have professional procedures to verify information, manage beneficiaries, and ensure compliance with the regulations of the social insurance agency.

Having a suitable location, machinery, equipment, and working means to ensure the verification of information and management of beneficiaries.

Have a personnel plan to ensure the implementation of information verification, managing monthly pension and social insurance allowance beneficiaries through personal accounts according to the regulations of the social insurance agency: Ensure at least 01 employee managing beneficiaries/1 commune; for communes with a large number of beneficiaries, it is necessary to increase the number of employees to suit the scale and management area.

Having sufficient financial capacity to fully compensate for the amount of wrongly spent money and penalty interest to the social insurance agency in case the organization supporting payment verifies incorrect information, does not manage strictly, and reports incorrect or timely reductions of beneficiaries according to the regulations of Vietnam Social Security.
