On the morning of April 29, Ho Chi Minh City started construction of the City Center Square and Administrative Center Project in the core area of Thu Thiem New Urban Area, with a total investment of nearly 29,600 billion VND.
The project is implemented on an area of nearly 47 hectares according to the PPP method (BT contract), invested by Saigon Sun Investment and Development Co., Ltd. - a member of Sun Group.


The entire project is planned according to the philosophy "People's - People's-For-People", with three concentric space sub-zones.

The "People's" sub-area is located from the Saigon River, about 169 m long, 325 m wide. This space is designed to be open for people to walk, stroll, and experience, with highlights being fountains and central fountains, showing the meaning of converging strength from each individual.

The "Do Dan" sub-area is 200 m long, 155 m wide, with a scale of about 3.2 hectares, bearing the image of a state ship supported by the people's water, affirming that all operating resources are created and contributed by the people.

The "For the People" sub-area is the focal area, about 350 m long, 245 m wide, with a square area of about 6.6 ha, along with the Administrative Center, theater and conference - performance center. This space is qualified to organize major national-level events such as military parades and parades.


The Administrative Center project is about 30 stories high, modernly designed, inspired by the motto "Independence - Freedom - Happiness", with an architectural block symbolizing the foundation of independence, towards the freedom and happiness of the people.



It is expected that the project will be a workplace for more than 8,000 officials, civil servants, and public employees, and serve from 1,500 - 2,000 people per day through the modern "one-stop shop" system.
After office hours, this area still maintains operations as a public space, contributing to prolonging the urban rhythm of nightlife.


The multi-purpose theater combined with a conference - performance center with a scale of about 2,000 seats will serve art activities, conferences, exhibitions and community activities.

Central Park stands out with a lake of about 12 hectares, oriented to become a space for water music and fireworks performances, creating a landscape highlight for the area.




The formation of a centralized Administrative Center also opens up new room in restructuring and effectively exploiting public assets funds.
When agencies are gathered at one focal point, existing headquarters will be reviewed and converted to appropriate functions such as parks, libraries, cultural and educational institutions or economic development, thereby creating more resources for infrastructure investment and public utilities.
Speaking at the ceremony, Mr. Nguyen Van Duoc - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee - emphasized that the City Central Square and Administrative Center Project and the projects started today will contribute to shaping a regional and international-scale megacity.
The projects aim to build a modern and transparent governance space, improve the quality of service to the people; develop a connecting and leading public transport system; and at the same time form cultural institutions that harmonize between contemporary development and preserving historical values.
City leaders requested investors to maximize their capacity, implement projects to ensure progress, quality, technique, and aesthetics. Departments, branches, and localities need to innovate thinking, act drastically, and accompany practically, avoiding situations of avoidance, pushing, and slowing progress.
