The groundbreaking event of the International University Urban Area project belongs to the series of events of the Groundbreaking and Inauguration Ceremony of large-scale and important projects to celebrate the 51st anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2026).
Attending the groundbreaking ceremony were Mr. Nguyen Phuoc Loc, Member of the Party Central Committee, Deputy Secretary of the Ho Chi Minh City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Mr. Nguyen Van Tho, Standing Vice Chairman of the Ho Chi Minh City People's Council; Mr. Tran Van Bay, Vice Chairman of the Ho Chi Minh City People's Committee.In addition, there was also the participation of leaders of departments, branches, and local authorities of Ho Chi Minh City.
Located in a strategic location at the new growth pole of Northwest Ho Chi Minh City, the International University Urban Area has a scale of 880 ha, possessing convenient connection when directly connecting with the Southern key economic region through National Highway 22, Ring Road 3 and Ho Chi Minh City - Moc Bai expressway.
In the future, when the Metro No. 2 and Metro No. 3 urban railway lines connect to the project go into operation, the International University Urban Area will make a strong breakthrough, becoming a "convergence point" of economic and knowledge flows, contributing to promoting growth throughout the region.
Speaking at the ceremony, Mr. Tran Van Bay, Vice Chairman of Ho Chi Minh City People's Committee emphasized that this is an event of profound political and social significance, a vivid proof of the city's strong aspiration for development in the new era.Ho Chi Minh City identifies science, technology, innovation and digital transformation as new growth drivers.Implementing Resolution No. 57-NQ/TW, in 2026 the City strives to bring the scale of the digital economy to about 30% of GRDP, the contribution of science and technology reaches 18%.
In the Northwest region, the City has approved a 1/2.000 scale zoning plan for the International University Urban Area in Xuan Thoi Son commune with the orientation of urban development associated with training and research.The project has a population and student scale of nearly 200,000 people, of which about 117 hectares are for green trees and water surfaces, and 436 hectares are residential unit land.In particular, the allocation of more than 183 hectares for the education - training and research system has affirmed the core development orientation of the project: to become an international-class knowledge - technology city.
Immediately after the groundbreaking ceremony, the Vice Chairman of the Ho Chi Minh City People's Committee committed to continue directing functional agencies to closely coordinate with the investor to promptly remove obstacles and ensure continuous project implementation.At the same time, the City requested the investor to mobilize maximum resources, organize scientific construction, ensure progress and strictly comply with environmental protection regulations.
Mr. Le Khac Hiep, Vice Chairman of Vingroup Corporation, said that the International University urban area was created with the aspiration to become a new symbol of Vingroup and Vinhomes in the Northwest area of Ho Chi Minh City - a place that harmoniously converges a large-scale ecological space and a global knowledge ecosystem.
Through the project, we want to contribute to promoting the development of science and technology, innovation and digital transformation, responding to Resolution 57-NQ/TW of the Party and State to form a top-class knowledge city in the region, creating sustainable growth momentum in the long term," Mr. Le Khac Hiep shared.
The International University urban area is expected to be worthy of the most convenient and synchronous living space in the region.According to the plan, the project's land fund is allocated multi-functionally, including about 117 hectares for green trees and water surfaces; 5.7 hectares for high schools; 436 hectares of residential land; 150 hectares for service, education and research areas; and 6.9 hectares for healthcare.
Notably, the education - knowledge ecosystem is large-scale and comprehensive, with more than 150 hectares dedicated to building a university complex, training and research centers of high quality.The expected population scale is about 135,000 residents and about 60,000 students.
The entire urban area is expected to be put into operation from the beginning of 2035, contributing to reshaping the development space in the northwest of Ho Chi Minh City, while creating new momentum for the city's socio-economy.
