Recorded in the sea area from Chi Cong commune to Binh Thanh commune, Tuy Phong district, many locations of the sea surface form spontaneous aquaculture clusters. People use ropes, stakes and many materials to isolate the sea surface, marking the area they occupy.
At these locations, people released dates to create shelter for live shrimp. People also use plastic bins, trees, etc. to make rafts for aquaculture at sea.
A fishing boat owner in Tuy Phong district said that at sea surface occupied locations, there are signs prohibiting fishermen from exploiting seafood in this area.
According to Binh Thuan Provincial Police, recently, there have been a number of complicated incidents in terms of security and order related to spontaneous coastal aquaculture zoning activities in the province, leading to a dispute over fishing grounds with some fishermen practicing diving. This hinders fishermen's fishing activities.

A similar situation also occurs in the sea area of Mui Ne ward, Phan Thiet city. People release small clams, self-centronize with dates, release rafts to raise and send people to guard, not allowing fishermen to exploit.
Faced with the above situation, the Economic Security Department of Binh Thuan Provincial Police and Tuy Phong District Police have worked with relevant units to mobilize many cases to voluntarily remove about 80 dates. At the same time, review State management of marine farming activities and aquaculture protection.
In addition, relevant departments and branches will advise on the completion of plans and projects for marine aquaculture, exploitation and protection of aquatic resources as well as projects for converting related fisheries exploitation industries and provide guidance and facilitation for individuals legally aquaculture at sea, stabilize fishermen's lives, and avoid complicating local security and order.
