On June 26, in many newly merged communes and wards in Lang Son province, the two-level local government model officially entered the trial operation phase.
In Dong Dang town (new Dong Dang commune), Cao Loc district - one of the leading localities, from early morning, the working atmosphere at the administrative headquarters has become more bustling than usual.
Officials and civil servants under the new structure are fully present, ready to welcome and guide people to carry out administrative procedures.

Outside the headquarters, people's motorbikes were parked in the yard. Inside, the officials processed the documents and enthusiastically explained the changes related to the new boundaries and titles.
Although still a bit confused, people still showed cooperation and openness, becoming a bright spot on the first day of the model test run.
Mr. Doan Minh Tuan - a civil servant who was a member of the People's Committee of the old Bao Lam commune - shared: "We have been trained and assigned clear tasks, so we are not too confused at first. However, managing a larger area and a larger population is also a big challenge".

According to Mr. Tuan, the new headquarters has been handed over, many equipment have been transferred from the old units and are starting to be used. The staff is mostly inherited personnel, arranged appropriately to ensure continuity and smoothness in handling work.
Some officials have to work 5-10 km further than before, but everyone tries to overcome the difficulties to complete the task, he added.

As a resident who has been attached to the Dong Dang border area for nearly 40 years, Mr. Nguyen Thien Bach (Day Thep area) shared: "Today, when I went to do procedures, I saw enthusiastic staff, the procedures did not change much. The homeland is now larger and more spacious, which is a positive signal for long-term development".
Recordings in many other localities in the province show that people generally agree with the new model, although there are still concerns about changing boundaries, administrative addresses and identification documents. The staff at the reception department proactively explained and gave clear instructions so that people could feel secure when coming to the transaction.

Talking to reporters, Mr. Hoang Manh Cuong - Vice Chairman of the People's Committee of Cao Loc district appointed as Chairman of the People's Committee of the new Cao Loc commune - said: "The trial operation will take place from 8:00 a.m. on June 26 to 5:00 p.m. on June 27. During this time, communes still arrange enough cadres and civil servants to receive and handle procedures for people.
This is an important test to review and adjust before officially operating from July 1. We aim not to let any people's rights be affected by administrative changes".

According to Mr. Cuong, the headquarters of the People's Committee of the commune located in Dong Dang has been put into operation, however, due to not having enough offices for all cadres, some departments still have to temporarily work at the headquarters of the People's Committee of the old Thuy Hung commune, about 4 km from the center.
The leader of the Department of Home Affairs of Lang Son province said that the trial run is a comprehensive review step to ensure the new government apparatus operates smoothly.
The evaluated contents include personnel organization, receiving administrative records, applying information technology... to avoid interruptions in the provision of public services and administrative management when switching to the official model from next July.
