On August 23, Nghe An Provincial People's Committee issued an operating order to reduce floods downstream of Ban Ve hydroelectric reservoir, in order to proactively respond to the complicated developments of storm No. 5 and heavy rain in Ca River basin.
According to the Provincial Steering Committee for Natural Disaster Prevention, Control - Search and Rescue and Civil Defense, at 7:00 a.m. on August 23, the water level at Con Cuong Hydrological Station reached 24.47 m, above alert level I 3.53 m; the water flow to Ban Ve Lake at 9:00 a.m. was 262 m3/s; the lake water level at the elevation was 191.92 m; the flow through the spillway and the plant complex was 405 m3/s.
In the face of the above situation, Nghe An province requested Ban Ve Hydropower Company to operate water discharge with increasing flow, ensuring that the water level at Con Cuong station is below alert level I, but must reach a minimum designed flow through the spillway of 1,000 m3/s. In case the water flow to the lake increases rapidly, the company must proactively regulate to ensure the safety of the project and reduce flooding downstream.
During operation, if the lake water level reaches 200m, Ban Ve Hydropower Company must adjust the discharge regime to keep the project safe. If the water level at Con Cuong station drops below alert level I and Cho Trang station drops below alert level III, the plant is allowed to gradually reduce the discharge flow to normal.
The Provincial People's Committee also assigned the Department of Agriculture and Environment, the Department of Industry and Trade and relevant agencies to closely monitor the implementation of the operating order, ensure compliance with procedures, and minimize damage to downstream areas.
