On the morning of August 19 in Phu Tho province, Vietnam Electricity Group (EVN) held the inauguration ceremony of the power grid connection of the No. 1 complex - Hoa Binh Hydropower Plant Expansion Project. Attending the ceremony on the side of the Government leaders were comrade Mai Van Chinh - Member of the Party Central Committee, Deputy Prime Minister.
The No. 1 plant of the Hoa Binh Hydropower Plant expansion project has successfully generated electricity and connected the grid to the national power system at 11:27 a.m. on August 19, 2025, on the occasion of the 80th Anniversary of the Socialist Republic of Vietnam in accordance with the direction of the Prime Minister.
After being put into operation, the 240 MW complex No. 1 will, together with the existing Hoa Binh Electricity and Hydropower Plant, contribute better to the political tasks of the Project: Power generation - Regulation - Flood control - Water supply - Transportation. The construction and construction forces at the construction site will continue to strive to complete the project's Plant 2 in October 2025 and move towards completing the project in 2025.
Speaking at the ceremony, Mr. Nguyen Dinh Tinh - Director of Lilama 10 Company said - Hoa Binh Expansion processing center not only strengthens the power supply for the North, but also contributes to protecting national energy security.
"The construction process of the project has encountered many challenges with harsh weather, complex construction terrain, and strict technical safety requirements, but with the courage and spirit of overcoming the implementation units, it has been completed excellently.
Thousands of officers and workers at the construction site have overcome difficulties and challenges, bringing thousands of tons of materials and equipment to the factory, and successfully installed the No. 1 unit. The success of the No. 1 group is a premise for completing the No. 2 group on schedule" - Mr. Nguyen Dinh Tinh emphasized.
Speaking at the ceremony, Mr. Bui Phuong Nam - Director of Power Project Management Board 1 (EVNPMB1) said that the Hoa Binh Expansion Newspaper Project is a large-scale project with complex technical aspects and construction conditions. During the implementation process, the Project has encountered many difficulties and obstacles due to: Prolonged site clearance; COVID 19 pandemic and supply chain disruption due to the Russia-Ukraine political conflict...
In October 2021, due to the impact of prolonged heavy rain and bad geology causing a large landslide on the NMTD foundation pit, the project had to stop construction for 10 months at the request of the Prime Minister. When construction was allowed to resume, the project was approved to adjust the power generation progress of plant 1 on September 30, 2025, power generation of plant 2 and complete the project in December 2025.
On June 3, 2025, the Prime Minister issued Official Dispatch No. 81/CD-TTg requesting the inauguration of the No. 1 plant on August 19, 2025, 40 days ahead of schedule. This is a huge challenge for EVN and the construction units.
To meet the Prime Minister's progress requirements, EVN has presided over and worked with units on the construction site to restore progress with many special construction measures such as: Maximizing human resources for construction, ensuring 3 shifts, 4 teams continuously on the construction sites... As a result, the GIS station installation progress has been shortened from 100 days to 66 days; MBA installation from 60 days to 43 days..." - Mr. Bui Phuong Nam said.
Mr. Bui Phuong Nam emphasized that the generation of electricity to Plant Group No. 1 earlier according to the direction of the Prime Minister is of great significance, contributing significantly to the total capacity of the power system.
"The connection to the grid and power generation of the Hoa Binh Hydropower Plant to be expanded today is an important milestone, once again affirming the determination of EVN and the collective of workers at the construction site to achieve achievements to celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam" - Mr. Bui Phuong Nam emphasized.
