On April 4, information from the People's Committee of Nghe An province said that at the specialized meeting in April 2026, the province agreed on a plan to supplement funds to pay outstanding emulation and commendation expenses for 2025.
According to the report of the Department of Home Affairs, the total budget for emulation and commendation in 2025 is more than 61.14 billion VND, including 40 billion VND from the budget estimate, more than 1.42 billion VND transferred from 2024 and nearly 19.72 billion VND supplemented in the year. By the end of December 31, 2025, more than 61.13 billion VND had been disbursed, with an outstanding balance of about 9.65 million VND.
However, after offsetting the expenses, the amount of funding that has been rewarded but has not been paid is still more than 14.7 billion VND. Based on the proposal of the Department of Home Affairs and the opinion of the Department of Finance, the Provincial People's Committee agreed to use the 2026 funding source to completely resolve this backlog.

Explaining the reason, functional agencies said that 2025 is the last year of the term, so the number of people rewarded increased sharply. At the same time, the adjustment of the base salary from 1.8 million VND to 2.34 million VND also increased the corresponding bonus amount.
In addition, the Provincial People's Committee also agreed in principle to continue submitting commendations to about 80 units that are communes, wards and departments and branches that have completed dossiers but have not been considered in 2025.
As Lao Dong Newspaper has reported, previously, hundreds of coaches and athletes at the Nghe An Provincial Sports Training and Competition Center reflected on the delay in paying bonuses according to the 2025 reward decisions.
Specifically, the People's Committee of Nghe An province issued 2 decisions to award certificates of merit to 236 individuals with a total amount of more than 7.47 billion VND. However, about 3 months after receiving the decision, the individuals have not yet been paid bonuses.
The reason was determined to be that the total bonus fund for 2025 exceeded the initial estimate by tens of billions of VND, of which the portion exceeding was about more than 14 billion VND. At that time, the plan to use the 2026 budget for payment had not been approved.
