Actively removing difficulties
On April 2, Dr. Nguyen Van Khoa, Director of the Department of Education and Training of Nghe An province - said: "The Department of Education and Training is actively coordinating with the Department of Finance and the Department of Home Affairs to advise on contract plans to continue for teachers and contract staff at educational institutions". However, Mr. Khoa also admitted: "This issue is due to history. We will try our best in the near future to submit to the Provincial People's Council to issue a new resolution on this issue.
Mr. Khoa also added that the Department of Education and Training will have a document requesting localities to continue contracting and paying salaries to contract teachers while waiting for an official plan from competent authorities.
Leaders of Nghe An Provincial People's Committee said that they have grasped the situation and are directing advisory agencies to resolve it on the basis of ensuring the rights of workers and the stability of the education environment.
Teachers and contract employees who have worked for many years, are attached to and have made many contributions to the industry, this issue is highly recognized by the provincial leaders and will direct the resolution of the matter to ensure the rights of teachers and contract employees" - affirmed the leader of Nghe An Provincial People's Committee.
Hundreds of contract teachers and staff face difficulties
Ms. NTY, a teacher at a secondary school in Cua Lo ward, Nghe An province, said: "I graduated more than ten years ago, working under contract with the old Cua Lo Town People's Committee. Although my work has been stable for many years, I have not yet been employed. From the beginning of 2026 until now, it has been 4 months, I still teach normally as assigned but without a salary, because the school has no source and the ward also has no source. Life is extremely difficult, psychologically worried and confused.
Currently, there are nearly 50 teachers and staff in Cua Lo ward with similar circumstances to Ms. NTY, who have not received salary for 4 months. Leaders of Cua Lo ward said that previously these workers were allocated funds from the People's Committee of Cua Lo town, but after changing the mechanism (local government at 2 levels), the ward no longer had funds to pay.
“We have sent a written petition to the Department of Education and Training and competent authorities on this issue, but so far there has been no solution. We personally sympathize with the workers, but the issue exceeds the authority and capacity of the ward,” said the leader of Cua Lo ward.
The difficult situation in paying salaries to contract teachers is not only happening in Cua Lo ward but also in other schools throughout the province.
Trung Thanh Primary and Secondary School (Quan Thanh commune) is one of the typical schools, where more than 1,000 students are studying, but the school does not have staff in charge of teaching equipment, office staff, library, and medical staff. The budget for paying salaries for teachers and contract staff is allocated until the end of 2025. Faced with this situation, schools must find ways to manage, temporarily advance budget to pay salaries for teachers and contract staff.
According to statistics, there are currently 234 teachers and contract staff at educational institutions in Nghe An province facing difficulties, as commune-level authorities and schools do not have a source to pay salaries.
To solve this situation, many education managers propose that there should be specific policies from competent authorities soon on supplementing the payroll for contract teachers. At the same time, there needs to be a stable budget to pay salaries for contract teachers, helping them feel secure in their work and continue to contribute to the education sector.
