On March 1st, information from the People's Committee of Nghe An province said that the unit had just issued Plan No. 102/PA-UBND on continuing to arrange the organizational structure of the provincial government bloc, after the Standing Committee of the Provincial Party Committee agreed on the policy.
According to the plan, the arrangement will be carried out on the basis of closely following Resolutions 18-NQ/TW, 19-NQ/TW and the conclusions of the Central Government, the Politburo, the Secretariat, and the Steering Committees at all levels on streamlining the organizational structure. The principle of implementation is to consolidate according to functions and tasks, inherit the results that have been implemented, avoid overlap and ensure the operational efficiency of the apparatus.
For public non-business units directly under the Provincial People's Committee and departments, boards, and branches, the plan requires the reorganization not to affect the quality of public non-business services, especially essential services serving people.
The Provincial People's Committee requests departments, agencies, branches and public non-business units directly under it to implement the plan in accordance with the schedule, ensuring compliance with the regulations of the Central Government and the province. Agencies need to review and arrange civil servants in specialized departments according to Decree 150/2025/ND-CP, in which each department must have at least 7 civil servants. In case of insufficient staffing, the unit must reorganize the department in a streamlined direction.
The Department of Agriculture and Environment and the Department of Construction are assigned to coordinate with the Department of Home Affairs to develop a plan to transfer the Project Management Board for Investment and Construction of Agricultural and Rural Development Works and the Project Management Board for Transport Works under the Provincial People's Committee.
In the field of education, the Department of Education and Training coordinates with the College of Culture and Arts and the College of Tourism - Trade to develop a project to merge the two units, send it to the Department of Home Affairs for appraisal, and submit it to the Provincial People's Committee for consideration and decision.
The Department of Home Affairs is responsible for monitoring, urging, and inspecting the implementation of the plan and summarizing reports to the Provincial People's Committee and competent authorities according to regulations.
